During the past 20 years, its economy added nearly 40 million jobs while the combined European Economic Community added none. Since 1983 alone, the U. S. gener ated more than 15 million jobs and its unemployment rate dropped from 7. 5 percent to approximately 5 percent while the unemployment rate in much of western Europe climbed to double digits. Even Japan's job creation record pales in comparison to the United States'. with its annual employment growth rate less than half that of the United States over the past 15 years (0. 8 percent vs. 2 percent. ) Yet, as the U. S. economy has been churning out millions of jobs annually, con flicting views and heated debates have emerged regarding the quality of these new jobs and its implications for standards of living and U. S. economic competi tiveness. Many argue that the "great American job machine" is a "mirage" or "grand illusion. " Rather than adding productive, secure, well-paying jobs, most new employment, critics contend, consists of poverty level, dead-end, service sector jobs that contribute little or nothing to the nation's productivity and inter national competitiveness. Much of the blame is placed on Reagan-Bush policies that critics say undermine labor unions, encourage wasteful corporate restructur ing, foster exploitative labor practices, and reduce fiscal support for education and needed social services.

Book excerpt: The net effect on employment of structural changes now occurring in the United States will be determined by the actions that government, management, and labor take to create and support the conditions for new opportunity and to encourage people to move from old to new work. Many of the measures that need to be taken to ensure profitability involve changes in the type of work done and the number of people employed. Labor adjustment policies have to be factored into any decision taken by management to improve competitive position. The six crucial elements around which adjustment policies in the private sector should be structured are: (1) communication between management and labor regarding competitive realities, steps needed to improve market position, and rewards employees can expect; (2) employee involvement at the work level in the design and implementation of productivity improvements; (3) flexible total compensation that links wages and benefits to profitability; (4) advance notification to employees, unions, and the community of decisions affecting jobs; (5) reorientation of employee benefits so that employees moving between firms do not lose them; and (6) support programs that allow workers to shift to new opportunities. The critical elements around which public sector adjustment policies should be structured are incentives to reemployment, coordination of public and private resources, commitment to job training programs, promotion of economic development strategies, and educational reform to emphasize the skills and attitudes needed to prepare students for higher-skilled, technology-based jobs. Book excerpt: This political history analyzes the failure of the United States to adopt viable employment policies, follows U.S. manpower training and employment policy from the 1946 Employment Act to the Job Training Partnership Act of 1982. Between these two landmarks of legislation in the War on Poverty, were attempts to create public service employment (PSE), the abortive Humphrey-Hawkins Act, and the beleaguered Comprehensive Employment and Training Act (CETA). Mucciaroni's traces the impact of economic ideas and opinions on federal employment policy. Efforts at reform, he believes, are frustrated by the tension between economic liberty and social equality that restricts the role of government and holds workers themselves accountable for success or failure. Professional economists, especially Keynesians, have shaped the content and timing of policy innovations in such ways as to limit employment programs to a social welfare mission, rather than broader, positive economic objectives. As a result, neither labor nor management has been centrally involved in making policy, and employment programs have lacked a stable and organized constituency committed to their success. Finally, because of the fragmentation of U.S. political institutions, employment programs are not integrated with economic policy, are hampered by conflicting objectives, and are difficult to carry out effectively. As chronic unemployment and the United States' difficulties in the world marketplace continue to demand attention, the importance of Mucciaroni's subject will grow. For political scientists, economists, journalists, and activists, this book will be a rich resource in the ongoing debate about the deficiencies of liberalism and the best means of addressing one of the nation's most pressing social and political problems.
