Book excerpt: This paper, the text of testimony before the U.S. Senate Foreign Relations Committee on September 26, 1991, reviews the implications of post-August-coup changes in the former Soviet Union for U.S. economic assistance policy. The author suggests that the Western world must be prepared in the short term to provide food and medical assistance on a more substantial scale than in the past and that such aid should be precisely targeted and distributed with the participation of government and private volunteer organizations from the sending countries. In addition, there must be an acceleration and expansion of the U.S. technical assistance program, including a large-scale exchange of people with practical business and technical skills. Such an exchange should involve students and practitioners from the various republics of the former Soviet Union coming to the United States. Finally, with more democratically and market-oriented leaders now in place in Russia and the other republics, the United States should be prepared to cooperate in and contribute to a program of assistance, including direct financial aid.

It is clearly in the collective interest of the West for these fledgling democracies to succeed. However, after seventy years of adversarial relations, Western nations are reluctant to provide the economic aid that is needed. This paper concludes that the West should deal with the former republics through a strategy of mutual economic engagement. The republics should liberalize price controls, privatize property and permit free trade and foreign investment. In return, the West should provide the republics funds for currency stabilization and balance-of-payments support, assist in development of private sector and provide technical assistance.

New concerns, however, have become apparent in recent literature, statutes, and decrees. In this book, political scientists and experts on Soviet law address many of those concerns, analyzing the legal issues associated with economic modernization in the USSR. The central themes of the book are the increasingly centralized nature of the policymaking process in the USSR and Eastern Europe and the marked tendency to rely on law as a principal mechanism for managing the undesirable consequences of scientific and technological progress. The authors also assess the impact of the scientific-technical revolution on Soviet-East European relations and East-West relations, emphasizing the foreign policy consequences of increased financial and technological interdependence. The study does not deal with narrow legalistic issues of technical progress; rather, its focus on policy questions reflects the inclination of Soviet and Eastern European governments to view those questions in terms of law and legislative activity and to see law as an instrument of social engineering.
