This book delves into the determinants of successful cooperation between bi- and multilateral donor agencies at the example of Western aid to Eastern Europe in the period from 1990 to 1996. In raising the assumption that networking between international organizations cannot be stimulated by appealing to norm-oriented behavior but is contingent upon the existence of common interests, the idealist view of international relations is seriously challenged. Comparing different assistance sectors - energy, telecoms, mass privatization, agriculture, statistics, central banking, environment and education - it is shown that donor coordination is a form of collective action initiated by donors in response to sectoral market failure which is perceived as significant because it threatens the non-attainment of basic goals or inflicts own projects with high costs or risks.

Book excerpt: GAO provided information on the status of U.S. economic assistance to eastern Europe, focusing on: (1) program elements and the earmarking of funds under the Support for East European Democracy Act of 1989 (SEED); and (2) U.S. objectives and coordination of assistance. GAO found that the Department of State was concerned over congressional earmarking of SEED funds for specific programs or projects in Poland and Hungary, since the: (1) congressional allocation of some training funds did not serve U.S. government policy interests; (2) heavy emphasis on assistance to the private sector hampered program effectiveness and limited the ability to work with the host government public sectors; and (3) earmarks prevented the United States from responding to quickly changing circumstances in Eastern Europe. GAO also found that: (1) other U.S. agencies reported that neither the international donor community nor the host governments set economic assistance priorities; (2) Hungarian officials did not clearly identify the type and amount of assistance it needed; (3) donors provided uncoordinated technical assistance that could be duplicative, overlapping, or conflicting; (4) the United States stated that, if the host governments failed to set their own priorities, the U.S. government will go ahead with its priorities; (5) the U.S. objectives in eastern Europe included political pluralism, economic reform, enhanced respect for human rights, and friendly relations with the United States; and (6) the implementing agencies were critical of the Agency for International Development's attempts to exercise management authority over projects it was not implementing.

Book excerpt: This monograph is about an exciting episode in the intellectual history of Europe: the vigorous debate among leading Polish historians on the sources of the economic development and non-development, including the origins of economic divisions within Europe. The work covers nearly fifty years of this debate between the publication of two pivotal works in 1947 and 1994. Anna Sosnowska provides an insightful interpretation of how local and generational experience shaped the notions of post-1945 Polish historians about Eastern European backwardness, and how their debate influenced Western historical sociology, social theories of development and dependency in peripheral areas, and the image of Eastern Europe in Western, Marxist-inspired social science. Although created under the adverse conditions of state socialism and censorship, this body of scholarship had an important repercussion in international social science of the post-war period, contributing an emphasis on international comparisons, as well as a stress on social theory and explanations. Sosnowska's analysis also helps to understand current differences that lead to conflicts between Europe’s richest and economically most developed core and its southern and eastern peripheries. The historians she studies also investigated analogies between paths in Eastern Europe and regions of West Africa, Latin America and East Asia.
