Interesting and important investigations are being conducted by scientists upon the physiological effects of alcohol. The total-abstinence propaganda is being pressed with increasing vigor. All this constitutes a question of extreme importance, but of an individual character, and so does not lie within the scope of this discussion. We are to inquire about the effects of the excessive use of alcohol upon society, and the responsibility of the saloon for this situation. This is our problem. Then we propose to ask what is being done to solve this problem of society, and what the rights of the state are in the premises.
