Book excerpt: Patrons of Enlightenment is the first English language study of the St. Petersburg Free Economic Study, one of the most prestigious and influential public associations in Imperial Russian history. Established in 1765 under the personal protection of Catherine the Great, its mission was to enlighten the villages and country estates of the Russian Empire by spreading the gospel of scientific agriculture to noble landowners and the peasants working their land. Emulating the patriotic associations of Western and Central Europe, it also sought to put the finishing touches on the cultural westernization of Russia initiated by the reforming tsar Peter the Great. Within the walls of its meeting house in St. Petersburg, it offered a neutral space where people of different rank, status, and lineage assembled to debate the great issues of the day, above all else the role of a privileged and enlightened nobility in a society anchored in serfdom. For its network of readers and correspondents in the provinces, it provided an opportunity to earn distinction on Russia's public stage through its voluminous publications and its flagship journal, the Transactions of the Free Economic Society. The Society provided the template for public activity and initiative in Imperial Russia, as hundreds of other organizations in the nineteenth century would emulate its example.

Early on Tsar Peter the Great founded St. Petersburg to export goods from Russia's vast but remote interior and by doing so to drive Russia's growth and prosperity. But the new city also had to be fed with grain brought over great distances from those same interior provinces. In this compelling account, Robert E. Jones chronicles how the unparalleled effort put into the building of a wide infrastructure to support the provisioning of the newly created but physically isolated city of St. Petersburg profoundly affected all of Russia's economic life and, ultimately, the historical trajectory of the Russian Empire as a whole. Jones details the planning, engineering, and construction of extensive canal systems that efficiently connected the new capital city to grain and other resources as far away as the Urals, the Volga, and Ukraine. He then offers fresh insights to the state's careful promotion and management of the grain trade during the long eighteenth century. He shows how the government established public granaries to combat shortages, created credit instruments to encourage risk taking by grain merchants, and encouraged the development of capital markets and private enterprise. The result was the emergence of an increasingly important cash economy along with a reliable system of provisioning the fifth largest city in Europe, with the political benefit that St. Petersburg never suffered the food riots common elsewhere in Europe. Strategy is aimed at the effective movement of the object of strategizing to the reality that does not exist and will only begin to form within a certain period of time, which is determined by long-term prospects. One approach has at its core managing the information and technological development of society—its social and economic transformation—through developing and implementing a particular strategy with a concept or doctrine of the planned guidelines as its first stage. Strategizing the information-technological transformation of society is proved to be most effective when it covers long-term development periods, which will lead to significant and even fundamental changes in the values and priorities of socio-economic development. Another approach described in this volume, which is implemented in conjunction with strategizing, is connected to the conceptual understanding of long-term development. The concept of noonomy represents a complex theory of transformation based on technological change and the resulting shifts in social organization. It demonstrates not only trends but also qualitative social shifts to which these transformations lead. In this way, the approach put forward in the theory of noonomy makes it possible to anticipate and evaluate distant horizons of social development and to grasp the transitions from one stage to the next. Employing the concept of noonomy in the processes of strategy is a prognostic phase, immediately preceding the processes of strategy and creating a reference point for them. This book represents the unique strategy concepts (V. L. Kvint) and noonomy (S. D. Bodrunov) have been brought together. The idea of uniting the authors’ views on the problems of civilizational development has a common scientific platform: the definition of long-term goals and the choice of economic and strategic tools to achieve them.
