Book excerpt: With the announcement of the European Green Deal, which defines a set of policy initiatives aimed at achieving a 50-55% reduction in carbon emissions by 2030 and making Europe climate neutral in 2050, the challenge of energy transition becomes even more critical. The transformation of national energy systems towards sustainability is progressing throughout all Central and Eastern European (CEE) countries, yet the goals and results are different. Most EU Member States have made substantial progress towards meeting their long-term commitments of emissions reductions. However, some bloc members have struggled to meet their obligations. An effective energy transition requires the introduction of appropriately designed policy instruments and of robust economic analyses that ensure the best possible outcomes at the lowest costs for society. In this context, this Special Issue aims to bring into the discussion the challenges that CEE countries have to face and overcome while undergoing energy transition.

Veronika Oravcová is Research Assistant at the Department of Political Science at Comenius University in Bratislava and Research Fellow at the Slovak Foreign Policy Association. Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: The social discount rate measures the rate at which a society would be willing to trade present for future consumption. As such it is one of the most critical inputs needed for cost-benefit analysis. This paper presents estimates of the social discount rates for nine Latin American countries. It is argued that if the recent track record in terms of growth in the region is indicative of future performance, estimates of the social discount rate would be in the 3-4 percent range. However, to the extent that the region improves on its past performance, the social discount rate to be used in the evaluation of projects would increase to the 5-7 percent range. The paper also argues that if the social planner gives a similar chance to the low and high growth scenario, the discount rate should be dependent on the horizon of the project, declining from 4.4 percent for a 25-year horizon to less than 4 percent for a 100-year horizon.

It suggests various policy recommendations on how to increase the share of renewable energy resources in the energy baskets of the members of the Association of Southeast Asian Nations (ASEAN) and the rest of the world to ensure energy sustainability. As of 2020, most of the world’s energy investment still went to carbon-emitting sources, namely, fossil fuels. On the other hand, the Covid-19 pandemic and the economic Project Overview 20 March 2021 08:39 Page 6 of 9 downturns shrank the global energy demand, including fossil fuels, resulting in a sharp drop in their prices. Low fossil fuel prices are harmful to developing renewable energy projects, making solar, wind, and other renewable energy resources less competitive as sources of electricity. This is endangering the Paris agreement and the “Climate Action” goal of the United Nations. Given the high share of fossil fuels in the energy mix of the members of ASEAN, tremendous challenges must be faced for their energy transition in the post-Covid-19 world. The authors call for sound policy and applicable technologies to ensure sustainable energy availability, accessibility, and affordability to reach emission reduction targets.

Book excerpt: The past 25 years have seen a dramatic transformation in Europe’s former communist countries, resulting in their reintegration with the global economy, and, in most cases, major improvements in living standards. But the task of building full market economies has been difficult and protracted. Liberalization of trade and prices came quickly, but institutional reforms—such as governance reform, competition policy, privatization and enterprise restructuring—often faced opposition from vested interests. The results of the first years of transition were uneven. All countries suffered high inflation and major recessions as prices were freed and old economic linkages broke down. But the scale of output losses and the time taken for growth to return and inflation to be brought under control varied widely. Initial conditions and external factors played a role, but policies were critical too. Countries that undertook more front-loaded and bold reforms were rewarded with faster recovery and income convergence. Others were more vulnerable to the crises that swept the region in the wake of the 1997 Asia crisis.
