The authors argue that two contradictory tendencies characterize the Soviet economic regulatory system: reform and retreat from reform. Legal reform efforts usually result from the attempt to increase economic efficiency, which typically involves according greater independence to lower-level economic organizations. The danger that political power might be undermined, however, eventually leads to the reestablishment of the dominance of the central authorities over lower-level decisionmaking. Drs. Ioffe and Maggs also examine the tensions in labor law, which must reconcile the needs of the economy for job mobility and high worker morale with administrative ideals of strict discipline, and the legal aspects of technology transfer. In addition, emphasis is placed on the ways that economic legislation is developed and applied in practice; the authors note in particular the progress that has been made in systemization and codification of economic legislation.

Very little has been published on this issue—no surprise in a system that controls centrally both politics and the economy, with an emphasis on rapid economic development. The absence of meaningful Soviet research led the Federal Institute for East European and International Studies in Cologne to sponsor an international interdisciplinary conference on the subject. Contributions to the resulting book cover three main areas. The first includes the impact of traditional Russian political culture on contemporary Soviet economic thinking and behavior, the rank of economic aims in the priority system of Soviet politics, and the function of economic institutions in the implementation of political aims. The second concerns the role of political lobbies in the economy and repercussions of economic change for Soviet politics. Foreign economic relations and the USSR's foreign policy make up the third area. The concluding discussion reviews the state of international research and identifies areas for future study.

Some Reflections My first proposition is that if we are interested in analyzing the performance and dynamic properties of the world's economies, it is only at significant peril that comparative economists can overlook noneconomic or "political" factors. This is not to say that it is illegitimate to abstract from non-economic factors for particular purposes; rather, such abstraction should occur only with cogni zance of the influences being suppressed. I have argued elsewhere that the analytical compromise in suppressing noneconomic variables is greater for the study of planned than for market economies. [7] Borrowing from Polanyi [8], it is claimed that in market sys tems the economic sphere is disembedded from (separate and not subordinate to) the political, social and cultural spheres, while in planned systems the economic sphere is embedded in the noneconomic spheres. To be sure, market economies are strongly affected by political and cultural factors, but planned economies have and often exercise the potential to let political goals dominate in making production, allocational, or distributional choices. Indeed, it is difficult in practice to separate out what are political and what are economic decisions in planned systems.

The book examines the texts of Lenin, Bukharin, and other revolutionaries, as well as the interpretations of contemporary historians of the revolution and the writings of more recent interpreters of Soviet political and economic history. Arguing that the first three years of the Bolshevik regime (1918-1921) constitute an attempt to carry out the Marxian ideal of comprehensive central planning, and that the disastrous results, which all commentators agree occurred, were the inevitable outcome of this Marxian ideal coming into conflict with the economic reality of the coordination problem that all economic systems face, the book draws clear conclusions and elucidates the air of mystery that often surrounds the subject. The economics of property rights is such a theory. It expands the scope of the ability of economic analysis to explain a wide range of institutional structures and provides empirical corroboration of its logical implications. The economics of property rights is, then, an effective scholarly instrument that offers more significant understanding of the three current issues in the area of comparative economic studies: (i) evaluating the performance of alternative institutional arrangements, (ii) explaining the failure of socialist institutions in Eastern Europe, and (iii) identifying the costs (political as well as economic) of institutional reforms in that part of the world. In that sense, the book is both timely and relevant. In the late 1980s East Europeans crossed the threshold of fear and forced their leaders to abandon Marxism. With that theory of history dead and buried, the cost of current sacrifices in the pursuit of socialism has risen relative to the present value of its expected future benefits.
