Book excerpt: This working paper presents the results of a comprehensive groundwater survey of Pakistan, designed to understand the dynamics of groundwater use, operation and maintenance patterns, socio-economics of groundwater irrigation, land use pattern, crops, yields, and groundwater irrigation practices. For this survey, Pakistan was divided into 83 nodal intervals, with each node covering an area of 100 km*100 km; and one village from center of each grid was selected as sample. From each sample village, 15 tubewell owners were randomly selected as respondents. In total, 1200 private tubewell owners were interviewed for this study. The distance between two sample villages was kept more than 40 kilometers. This was done to avoid influences of one-village activities on the other.

"Arid Zone Irrigation" has been written specifically as a textbook for agronomists, soil scientists, agrometeorologists, water engineers and plant physiologists who want a clear presentation of irrigation fundamentals in arid and semi-arid zones. It was our intention to provide an understanding of the basic principles governing irrigation technology and to help overcome the problem of water shortage in arid zone agriculture. This book, written by a large number of specialists and covering a broad spectrum of different disciplines, is based on general up-to-date information, as well as on the results of the authors' own research. The idea of preparing such a textbook was conceived during a series of international advanced courses on irrigation held annually at the Institute of Soils and Water, Agricul tural Research Organization, Volcani Center, Bet Dagan, Israel. The pricing of water has often been applied universally, using general and ideological policies, and not considering regional environmental and economic differences. Almost 15 years after the emphasis laid at the Dublin and Rio conferences on treating water as an economic good, a comprehensive review of how such policies have helped manage water resources an irrigation use is necessary. The case-studies presented here offer a reassessment of current policies by evaluating their objectives and constraints and often demonstrating their failure by not considering the regional context. They will therefore contribute to avoiding costly and misplaced reforms and help design water policies that are based on a deeper understanding of the factors which eventually dictate their effectiveness.
