Available in PDF, EPUB and Kindle. Book excerpt: This report updates and consolidates the economic analyses of three previous FAA/METREK studies related to future domestic air navigation. Subsequent to the writing of one of these reports, which demonstrated the benefits of VORTAC modernization, the Airway Facilities Service (AAF) made significant revisions to both the F/E and O/M cost estimates for VORTAC modernization. The FAA also updated its estimate of distribution of VOR and DME among the general aviation population. This report documents the impact of these changes. There are no significant changes to both LORAN-C and GPS avionics cost estimates at this time. The study shows that there is no cost advantage in replacing the present VOR/DME system unless more stringent needs, such as area navigation, coverage and accuracy become necessary. Based on the estimated avionics costs the results show that the total cumulative costs (discounted at 10%) to the user plus government, for the various alternatives studied from the year 1985-2010, range from $695 million for VOR/DME, and $865 million for LORAN-C, to $970 million for GPS. It is further shown that if either LORAN or GPS ever become the primary air navigation system, then keeping the VOR for general aviation for a lengthy transition period would be economically attractive. This report assesses technical, cost, and schedule risk for the software development that will be necessary to achieve the expected benefits from a highly automated air traffic management system and the implications for ongoing modernization projects. The recommendations of this report will help the Federal Aviation Administration anticipate and respond to the challenges of implementing NextGen.

Starting with the deregulation of the US airline industry in 1978, regulatory restructuring took place in further network industries such as telecommunications, electricity or railways in various countries around the world. Although most of the liberalization movements were initially triggered by the worrying performances of the respective regulatory frameworks, increases in competition and corresponding improvements in allocative and productive efficiency were typically associated with the respective liberalization efforts. From an academic perspective, the transition from regulated industries to liberalized industries has attracted a substantial amount of research reflected in many books and research articles which can be distilled to three main questions: (1) What are the forces that have given rise to regulatory reform? (2) What is the structure of the regulatory change which has occurred to date and is likely to occur in the immediate future? (3) What have been the effects on industry efficiency, prices and profits of the reforms which have occurred to date? Liberalization in Aviation brings together renowned academics and practitioners from around the world to address all three questions and draw policy conclusions. The book is divided into five sections, in turn dealing with aspects of competition in various liberalized markets, the emergence and growth of low-cost carriers, horizontal mergers and alliances, infrastructures, and concluding with economic assessments of liberalization steps so far and proposed steps in the future.
