Climate change is caused by emissions of greenhouse gases (GHGs) such as carbon dioxide (CO). As z deforestation leads to CO emissions and growing forests sequester CO, forestry z z projects provide us with options to mitigate CO effects. This study analyses the z contribution Jorestry projects can make within the context of climate change. The contribution of forestry projects is here discussed on two levels. On a first level, the COz effect of individual projects is analysed. On a second level, the study asks whether the analysis of forestry projects can contribute to questions on climate change which have been discussed in the economic literature during the past two decades. While most studies on forestry projects focus on particular details, predominantly on technical issues, this study takes a rather broad perspective, drawing together different relevant aspects: the stability of international agreements is discussed, costs and benefIts of reducing GHG emissions in industrial countries are reviewed, the underlying causes of deforestation are analysed and insights from resource economics are taken into consideration. Such a wide perspectiveallows the identifIcation, discussion and appreciation of problems and opportunities associated with forestry projects in the context of climate change which are otherwise not recognised.

Appropriate techniques should be able to adequately capture forest values in terms of the environmental, social and production functions and to recognise the worth of both marketed and non-marketed goods and services. This publication reviews approaches which can overcome the limitations of conventional analysis and provides a reference framework to help clarify what approaches to forest valuation can or cannot work. The publication is not itself a manual on valuation techniques but by reviewing the various approaches, makes it possible to select appropriate methodologies for which it then refers readers to other publications which can provide ''how to do'' details.

As an investment forestry is different from many other projects as it has unusually long gestation periods. For example, in the United Kingdom it takes over 40 years to grow coniferous and over 100 years for deciduous timber. These long gestation periods make it very clear how import ant are the magnitude of the discount rate and the method of discounting in the evaluation of investment projects. Any errors in these will misguide investors in forestry one way or the other. In addition, forestry redistributes income between gener ations. Its long gestation periods make it obvious that more than one generation will be involved in any venture. When we plant trees we know that the bulk of the benefits will be captured by future generations. Conversely, when we fell trees we reap the benefit of projects which were established in the past, mostly by generations who are long gone. So far most economists have devoted their time and energy to analysing income distribution in an intragenerational context, and this is a very sensitive and controversial issue. After all, most revolutions have taken place because of the uneven income distribution which was oppressive for the majority. Forestry helps us to study the case from the viewpoint of different generations. Forestry necessitates estimating timber prices a long time ahead.
