This book was released on 2009-01-01 with total page 335 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book presents a new framework for analyzing the political economy of budget processes in Latin America that is based on the following premises: i) the budget process must be considered as part of the overall policymaking process rather than in isolation; ii) budget outcomes cannot be fully explained on the basis of only one or two political or institutional dimensions; iii) actual practices must be considered as well as formal rules; iv) budget processes affect dimensions of fiscal outcomes besides fiscal sustainability, particularly efficiency, adaptability, and representativeness; v) political actors and their incentives must be considered at different stages of the policymaking process and in different institutional contexts. Case studies are presented for eight countries in the region, and a final chapter presents conclusions and suggestions for further research.

Download or read book The Role of National Saving in the World Economy written by International Monetary Fund and published by International Monetary Fund. This book was released on 1990-03-19 with total page 78 pages. Available in PDF, EPUB and Kindle. Book excerpt: This paper reviews and analyzes broad developments and considers specific policy measures to foster saving. The chapter also describes trends in national saving rates of industrial countries in recent years and briefly discusses the prospects over the medium term. The paper also discusses the effects of policy measures on national saving and investment. Fiscal, monetary, and exchange rate policies are all shown to have major implications for saving in developing countries. Fiscal restraint is especially important, since it increases national saving by both raising public saving and reducing the country's dependence on foreign borrowing. Exchange rate devaluation and the unification of exchange markets also appear to be effective in stimulating national saving. Interest rates and financial reforms play a crucial role in effecting an efficient allocation of resources, including the mobilization of savings to finance domestic investment.

Available in PDF, EPUB and Kindle. Book excerpt: This primer succinctly summarises key theoretical concepts in fiscal choice for both practitioners and scholars. The author contends that fiscal choice is ultimately a choice of both politics and economics. The book first introduces budget institutions and processes at various levels of government, which restrict budget decision makers' discretion. It also explains budget decision makers' efforts to make rational resource allocations. It then shows how and why such efforts are stymied by the decision makers' capacity and institutional settings. The book's unique benefit is its emphasis on all the essential topics, with short, module-type chapters which can be read in any order.

Available in PDF, EPUB and Kindle. Book excerpt: Is the federal budget deficit a result of congressional deadlocks, gross miscalculation of economic trends, or a Republican strategy to tie the budgetary hands of future Democratic leadership? To what extend does the partisan split between Congress and the executive branch constrain the president's agenda? In this volume, political scientists and economists tackle these and many other contentious issues, offering a variety of analytical perspectives. Certain to provoke controversy, this interdisciplinary volume brings together policy experts to provide a coherent analysis of the most important economic policy changes of the 1980s. Through a detailed examination of voting patterns, monetary and fiscal policies, welfare spending, tax reform, minimum wage legislation, the savings and loan collapse, and international trade policy, the authors explore how politics can influence the direction of economic policymaking.

Download or read book ECONOMICS OF THE PUBLIC SECTOR written by CHANDANA GHOSH and published by PHI Learning Pvt. Ltd.. This book was released on 2008-04-09 with total page 368 pages. Available in PDF, EPUB and Kindle. Book excerpt: The objective of the theory of public finance is to determine the optimal scales of government interventions or expenditures in different areas and the optimum modes of financing these expenditures. The problems that the government handles are extremely complex and this makes the theory of public finance challenging and exciting at the same time. It is continuously searching for better, more acceptable and easier-to-implement solutions to the problems encountered. To help the readers get a clear idea about this fascinating field of study, this book builds up in detail the major theories of public finance starting from the first principles and explains how government decisions are taken on the basis of the guidelines yielded by these theories. This book exposes the students to various facets of public finance which develops analytical frameworks to: Address the issues of efficient allocation of resources between private, public and mixed goods Ensure equitable distribution of tax burden among individuals Find ways of minimizing inefficiency of the tax structure Study the statutory and economic incidence of different types of taxes Examine the implications of government borrowing Develop the rationale of distributing economic or fiscal responsibilities and tax powers among different tiers of government. The book makes the comprehension of the subject easier by developing simple mathematical models to derive the major results in each of the above areas, and by explaining the economic intuition of the results in detail. The concepts are illustrated with the help of simple examples from the Indian economy. Moreover, the book assesses India’s economic policies in the light of the theories discussed. This drives home the relevance of the subject and makes the theories meaningful to the students. Another distinguishing feature of the book is that it contains a large number of review questions and numerical problems on every topic discussed to help the students apply the tools and techniques learnt and thereby develop a sound understanding of the subject. This textbook is designed to serve the needs of undergraduate and postgraduate students of economics for a course in Public Finance/Public Economics.
