Because of the need for greater involvement of workers in changing production systems, as well as frustration with existing structures of workplace regulation, the search has begun for new ways of providing a voice for workers outside the traditional collective bargaining relationship. Works councils—institutionalized bodies for representative communication between an employer and employees in a single workplace—are rare in the Anglo-American world, but are well-established in other industrialized countries. The contributors to this volume survey the history, structure, and functions of works councils in the Netherlands, Germany, France, Spain, Sweden, Italy, Poland, Canada, and the United States. Special attention is paid to the relations between works councils and unions and collective bargaining, works councils and management, and the role and interest of governments in works councils. On the basis of extensive comparative data from other Western countries, the book demonstrates powerfully that well-designed works councils may be more effective than labor unions at solving management-labor problems.

Book excerpt: Since the early 1980s, economic experts have recommended "downsizing" as the best way for U.S. corporations to remain competitive. Reducing unnecessary staff would lower costs, increase profits, and transform these companies into lean, mean production machines. As many American businesses pursued this strategy—often in the wake of mergers and acquisitions that left them with an unwieldy layer of middle management—and raised their bottom line, it seemed the experts were right. Yet as David M. Gordon shows in this iconoclastic book, most of them have really only gone halfway. They are "mean," but far from lean. Tracing the overall employment patterns of the past decade, Gordon shows that most American companies actually employ more managers and supervisors than ever before. These ever-increasing functionaries control company payrolls and pay themselves generous salaries—at the expense of average workers. For despite a steadily growing economy the real wages of the American worker have been falling for the past 20 years. To explain this decline and the much-debated "wage gap" that resulted, pundits and professors invoke various causes ranging from the flow of production jobs overseas to the average worker's lack of the technological skills needed in today's "knowledge economy." But Gordon exposes the single greatest factor in this decline, a corporate strategy that penalizes line workers and hinders businesses from competing effectively in world markets: the simultaneous overstaffing of management hierarchies and the inadequate compensation of workers. Instead of sharing profits with their employees, thus encouraging them to work harder, management has more often opted to prod workers by instilling fear of layoffs. Gordon unerringly plots the shortsighted and disastrous course of U.S. corporations, and documents the tremendous social and personal costs to their employees. Yet in addition to telling the harsh truth about downsizing, he suggests policies to ensure fairer business practices. Wages can increase— indeed, they must—as the economy begins to perform more efficiency. U.S. corporations have become fat and mean. His creative genius created a system-functional model of contemporary society, defined its socio-economic character, and formulated scientific and philosophical approaches for its cognition. Marx also developed methodological clues for identifying and substantiating the economic nature of phenomena, processes and the socio-economic relations that mediate them, which are of critical relevance today. Before Marx, political economy was an eclectic combination of separate theories and concepts espoused by various philosophers. Marx was able to transform the field into a coherent science with a single systemic approach. Today, the generally recognized economic mainstream has no way of explaining in detail the causes of the ongoing global economic crisis. However, it is generally accepted that modern Marxist legacy researchers have advantages in their analyses. They believe that at the start of the 21st century capitalism does not tend to self-destruct. However, its failings are more and more clearly manifested. They believe that the capitalist system has not outlived its weaknesses, and the old bourgeois financiers have not been replaced, as was necessary, by a generation of new leaders armed with new methods of management and capable of coming up with solutions to current problems. The philosophical underpinnings of the capitalist economic system have laid a time bomb under the whole ideology of capitalism. Capitalism as a development system ceases to exist. The truth, which was found in the past writings of Marx, cannot be completely rejected, nor should it be venerated as a museum exhibit. This book is aimed at reactivating fundamental political and economic studies on the rules and functioning of the global geo-economic system from the point of view of a modern interpretation of Karl Marx's concept of objective processes in the conditions of the current systemic crisis of capitalism.

Book excerpt: The crisis in trade unionism is now a prevailing concern in the United States, as well as in Europe. Its main symptom is, of course, the decrease in union membership. Still, other, less observable elements account for the concern, namely the obsolescence of discourse, the decrease of militant motivation, and the question of efficiency of strikes or collective bargaining. One must keep in mind, however, that trade unions will evolve differently from one country to another. What we know about trade unions has changed over the years. We can now more accurately assess the effects of union action, especially with regard to labor market, wages, and productivity. This book adds to the assessment by integrating the new theories of organizations, contracts, and property rights. In doing so, we shift from a study of markets to one of hierarchies. Thus, the current literature comes back to its sources (but with improved analytical instruments) by returning to the Ross-Dunlop debate on the nature of the trade union. This more complex outlook of trade unions as an organization-not only as an abstract or bodyless supplier of monopolistic labor-allows one to understand better the apparent differences between unions (mainly American) whose action is oriented towards work relation ships and labor contract management and unions (European or "Latin") who are closer to a pressure group wielding power on the political front.
