These range from relatively harmless, even laudable, activities like helping parents in their domestic chores, to morally and physically dangerous ones like soldiering and prostitution. If we leave out the former, we are left with what are generally called "economic" activities. Only a small minority, less than 4 percent of all working children, are estimated to be engaged in what ILO defines as the "unconditional" worst forms of child labour. The absolute number of children estimated to be engaged in the latter is, however, a stunning 8.4 million. Should we only be concerned about the worst forms of child labour? Most forms of child labour other than the worst ones have valuable learning-by-doing elements. Furthermore, child labour produces current income. If the family is credit rationed, child labour relaxes the liquidity constraint and increases current consumption. There is thus a trade-off between present and future consumption. To the extent that current consumption has a positive effect on future health (hence, on the child's future earning capacity and, more generally, utility), this trade-off may be lower than one might think. This book provides a blend of theory, empirical analysis and policy discussion. The first three chapters develop a fairly comprehensive theory of child labour, and related variables such as fertility, and infant mortality. Chapter 4, concerned with the effects of trade, contains both theory and cross-country empirical evidence. The remaining chapters are country studies, aimed at illustrating and testing different aspects of the theory in different geographical contexts. These chapters apply the latest developments in microeconometric methodology for dealing with endogeneity, unobserved heterogeneity, and the evaluation of public intervention.

The purpose of this volume is to contribute to the building of knowledge in this area. In this book, the authors use a unique set of identical and simultaneous labor force surveys conducted in seven capitals of Western Africa, as well as in some other African countries (Cameroon, Madagascar, Democratic Republic of Congo) in the 2000s. They present innovative and original results on how people are faring in these labour markets, using up-to-date econometric and statistical methods. Because so little is known about labor markets in the region, each chapter starts with detailed descriptive statistics that aim to shed light onto specific aspects of African urban labor markets. Comparisons between the ten cities are systematically carried out. Descriptive sections are followed by in-depth analyses on various issues. The book is divided into four parts that examine 13 topics. Part I presents the main stylised facts, which are investigated further in a more analytical way throughout the volume. Part II focuses on job quality and labor market conditions, such as unemployment and underemployment, vulnerability, and job satisfaction. Part III explores the many dimensions of labor market inequalities through various lenses, such as returns on education, segmentation, life-cycle inequality (with a particular focus on old age), inter-generational mobility, time related inequality, and gender and ethnic earnings discrimination. Book excerpt: Although a growing theoretical literature points to credit constraints as an important source of inefficiently high child labor, little work has been done to assess its empirical relevance. Using panel data from Tanzania, Beegle, Dehejia, and Gatti find that households respond to transitory income shocks by increasing child labor, but that the extent to which child labor is used as a buffer is lower when households have access to credit. These findings contribute to the empirical literature on the permanent income hypothesis by showing that credit-constrained households actively use child labor to smooth their income. Moreover, they highlight a potentially important determinant of child labor and, as a result, a mechanism that can be used to tackle it. This paper--a joint product of the Poverty Team and Investment and Climate, Development Research Group--is part of a larger effort in the group to study the determinants of child labor. It is output from the research project "Child Labor and Access to Credit: Evidence from Rural Tanzania and Vietnam" funded by the Bank's Research Support Budget.

Children become the workers and taxpayers of the next generation, and "investments" in them offer a significant payback to other participants in the economy. Yet parents, especially mothers, pay most of the costs. The high price of childrearing pushes many families into poverty, often with adverse consequences for children themselves. Parents spend time as well as money on children. Yet most estimates of the "cost" of children ignore the value of this time. Folbre provides a startlingly high but entirely credible estimate of the value of parental time per child by asking what it would cost to purchase a comparable substitute for it. She also emphasizes the need for better accounting of public expenditure on children over the life cycle and describes the need to rethink the very structure and logic of the welfare state. A new institutional structure could promote more cooperative, sustainable, and efficient commitments to the next generation.
