Available in PDF, EPUB and Kindle.

This book was released on 2012-01 with total page 336 pages. Available in PDF, EPUB and Kindle.

Book Decentralisation and Reform in Latin America

Download or read book Decentralisation and Reform in Latin America written by Giorgio Brosio and published by Edward Elgar Publishing. This book was released on 2012-01-01 with total page 465 pages. Available in PDF, EPUB and Kindle. Book excerpt: ÔThis volume provides a splendid and wide-ranging collection of studies analyzing the political-economy of decentralization in Latin-America. ItÕs a fascinating story with numerous and profound insights into how fiscal decentralization actually works in the context of a variety of fiscal institutions and in a setting with a high degree of inequality in the distribution of income and territorial disparities.Õ Ð Wallace E. Oates, University of Maryland, US ÔThe volume on Decentralization and Reform in Latin America is an important addition to the growing literature on decentralization. Some of the issues in the implementation and effectiveness of decentralization are similar all over the world, but there are issues of particular salience to Latin America, a region where decentralization reforms have come sometimes in the wake of major political reforms. This volume pays special attention to the complexity of issues (both relating to equity and efficiency) arising in the context of vertical fiscal imbalance and inter-governmental transfers, in the delivery of social services or investment spending, in the sharing of rent from natural resources among social and regional groups and in macro-fiscal stabilization. I expect the volume to receive widespread attention.Õ Ð Pranab Bhardan, University of California, Berkeley, US ÔWhen it comes to fiscal decentralization in developing countries, Latin America has long led the way. In the two decades prior to the mid-1990s, some countries in the region extensively decentralized expenditures, especially social expenditures, and to a much lesser extent revenues to subnational governments. Some excesses and distortions resulted from these initial efforts and over the next decade major attempts were made to offset such problems, primarily by changing fiscal rules and transfer systems. The recent boom in natural resource revenues has again exacerbated pressure on the intergovernmental fiscal system in many countries, leading to further attempts to adjust the flow of finance between governments in order to maintain macroeconomic balance while achieving both more effective service delivery and greater social cohesion. This book, which provides both description and analysis of the rich Latin American experience, should be required reading not only for all those interested in the region but for scholars and policy-makers anywhere who are concerned with the complex and many-faceted issues associated with decentralization.Õ Ð Richard M. Bird, University of Toronto, Canada ÔGiorgio Brosio and Juan Pablo JimŽnez have made a remarkable job in preparing the best comprehensive treatment of comparative decentralization experiences in Latin America. The volume reviews all aspects of the decentralization process: its constitutional roots and its contribution to social cohesion; the provision of social services and infrastructure; taxation, sharing in natural resource revenues and the design of the intergovernmental transfers; and its macro-financial implications and associated fiscal rules. It will be essential reading for analysts of fiscal and local government issues in the region and a very useful tool for Latin Americanists in general.Õ Ð JosŽ Antonio Ocampo, Professor, Columbia University. Former Executive Secretary of the Economic Commission for Latin America and the Caribbean and Finance Minister of Colombia Decentralisation and Reform in Latin America analyses the process of intergovernmental reform in Latin America in the last two decades and presents a number of emerging issues. These include the impacts of decentralization and the response of countries in the region to challenge such as social cohesion, interregional and interpersonal disparities, the assignment of social and infrastructure expenditure, macrofinancial shocks, fiscal rules and the sharing of natural resources revenue. The main aim of the book is to assess the effective working of decentralized arrangements and institutions, with a view of suggesting corrections and reforms where the system is not working according to expectations. Policymakers, researchers and academics with an interest in subjects related to public policy, fiscal rules, intergovernmental relations, governance and decentralization will find this book invaluable.

Book Balancing Change and Tradition in Global Education Reform

This book was released on 2010-04-16 with total page 458 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Balancing Change and Tradition in Global Education Reform, Rotberg brings together examples of current education reforms in sixteen countries, written by 'insiders'. This book goes beyond myths and stereotypes and describes the difficult trade-offs countries make as they attempt to implement reforms in the context of societal and global change. In some countries, reforms are a response to major political or economic shifts; in others, they are motivated by large upsurges in immigration and increased student diversity. Irrespective of the reasons for education reform, all countries face decisions about resource allocation, equality of educational opportunity across diverse populations, access to higher education, student testing and tracking, teacher accountability, school choice, and innovation. The essays in this volume reveal: _

Book Decentralised Governance

Download or read book Decentralised Governance written by Jean-Paul Faguet and published by LSE Press. This book was released on 2023-09-13 with total page 391 pages. Available in PDF, EPUB and Kindle. Book excerpt: For developing countries, decentralising power from central government to local authorities holds the promise of deepening democracy, empowering citizens, improving public services and boosting economic growth. But the evidence on when and how decentralisation can bring these benefits has been mixed. Under the wrong conditions, decentralised power can be captured by unrepresentative elites or undermined by corruption and the clientelistic distribution of public resources. The picture is complex, and we still do not understand enough about what factors can contribute to creating better local government, and to what effect. Decentralised Governance brings together a new generation of political economy studies that explore these questions analytically, blending theoretical insights with empirical innovation. Individual chapters provide fresh evidence from around the world, including broad cross-country data as well as detailed studies of Bangladesh, India, Pakistan, China, Indonesia, Ghana, Kenya and Colombia. They investigate the pros and cons of decentralisation in both democratic and autocratic regimes, and the effects of critical factors such as advances in technology, citizen-based data systems, political entrepreneurship in ethnically diverse societies, and reforms aimed at improving transparency and monitoring. This wide-ranging volume examines the conditions under which devolving power can intensify democratic competition, boost transparency, and improve local governance, providing examples of good and bad practice in both. It is essential reading for researchers investigating decentralised governance, development and democratisation, and for policymakers and practitioners drawing lessons for future reforms.

Book World Yearbook of Education 2006

Download or read book World Yearbook of Education 2006 written by Jenny Ozga and published by Routledge. This book was released on 2013-01-11 with total page 361 pages. Available in PDF, EPUB and Kindle. Book excerpt: This volume considers the ways in which educational research is being shaped by policy across the globe. Policy effects on research are increasingly influential, as policies in and beyond education drive the formation of a knowledge-based economy by supporting increased international competitiveness through more effective, evidence-based interventions in schooling, education and training systems. What consequences does this increased steering have for research in education? How do transnational agencies make their influence felt on educational research? How do national systems and traditions of educational research - and relations with policy - respond to these new pressures? What effects does it have on the quality of research and on the freedom of researchers to pursue their own agendas? The 2006 volume of the World Yearbook of Education explores these issues, focusing on three key themes: globalising policy and research in education steering education research in national contexts global-local politics of education research. The 2006 volume has a truly global reach, incorporating transnational policy perspectives from the OECD and the European Commission, alongside national cases from across the world in contrasting contexts that include North and South America, Canada, France, Singapore, China, Russia and New Zealand. The range of contributions reflect how pervasive these developments are, how much is new in this situation and to what extent evidence-based policy pressures on research in education build on past relationships between education and policy. This book considers the impact of the steering processes on the work and identities of individual researchers and considers how research can be organised to play a more active role in the politics of the knowledge economy and learning society.

Book The State of State Reforms in Latin America

Download or read book The State of State Reforms in Latin America written by Eduardo Lora and published by World Bank Publications. This book was released on 2006-10-23 with total page 474 pages. Available in PDF, EPUB and Kindle. Book excerpt: Latin America suffered a profound state crisis in the 1980s, which prompted not only the wave of macroeconomic and deregulation reforms known as the Washington Consensus, but also a wide variety of institutional or 'second generation' reforms. 'The State of State Reform in Latin America' reviews and assesses the outcomes of these less studied institutional reforms. This book examines four major areas of institutional reform: a. political institutions and the state organization; b. fiscal institutions, such as budget, tax and decentralization institutions; c. public institutions in charge of sectoral economic policies (financial, industrial, and infrastructure); and d. social sector institutions (pensions, social protection, and education). In each of these areas, the authors summarize the reform objectives, describe and measure their scope, assess the main outcomes, and identify the obstacles for implementation, especially those of an institutional nature.

Book Children s Work Schooling And Welfare In Latin America

Download or read book Children s Work Schooling And Welfare In Latin America written by David Post and published by Routledge. This book was released on 2018-02-23 with total page 232 pages. Available in PDF, EPUB and Kindle. Book excerpt: From the 1980s through the 1990s, children in many areas of the world benefited from new opportunities to attend school, but they also faced new demands to support their families because of continuing and, for many, worsening poverty. Children's Work, Schooling, And Welfare In Latin America is a comparative study of children, ages 12-17, in three different Latin American societies. Using nationally-representative household surveys from Chile, Peru, and Mexico, and repeatedly over different survey years, David Post documents tendencies for children to become economically active, to remain in school, or to do both. The survey data analyzed illustrates the roles of family and regional poverty, and parental resources, in determining what children did with their time in each country. However, rather than to treat children's activities merely as demographic phenomena, or in isolation of the policy environment, Post also scrutinizes the international differences in education policies, labor law, welfare spending, and mobilization for children's rights. Children's Work shows that child labor will not vanish of its own accord, nor follow a uniform path even within a common geographic region. Accordingly, there is a role for welfare policy and for popular mobilization. Post indicates that, even when children attend school, as in Peru or Mexico, many students will continue to work to support the family. If the consequence of their work is to impede their educational success, then schools will need to attend to a new dimension of inequality: that between part-time and full-time students.
