Book excerpt: This book focuses on international migration and return of highly-skilled Ghanaians and Ivorians and presents empirical research findings that demonstrate that, under certain circumstances, return migrants can act as key development agents in their home country. It investigates the influence of a number of factors that condition their motivation to return and their capacity to stimulate change in their countries of origin. The aim of the study is the assessment of policy implications related to élite returnees’ development impact in evolving socio-economic contexts. The comparative and multi-method research strategy adopted revealed that migrants tend to return home with considerable savings (financial capital), new knowledge, skills and ideas (human capital), as well as with valuable contacts (social capital). Besides their level of education, work profile, and particular life experience, whether these migrants have worked abroad for a significant period, proved the most critical factor influencing their acquisition of different kinds of capital. However, there seems to be an ‘optimum’ work duration abroad – approximately five years – after which the benefits deriving from human and financial capital acquisition tend to stabilise. At the micro level, back home skilled migrants attained their goals, improving their relative income levels, expressing satisfaction with their work conditions and, more generally, enjoying a higher quality of life. At the meso level, they provided support to others in line with expectations and pressures they faced. They also introduced many kinds of new knowledge, skills and ideas in their workplace. At the macro level, return migrants promoted economic and political transformations through, among others, the creation of new businesses and various community development initiatives. The role of return migrants is influenced by many factors linked also to their situation back home. Reintegration into their home context proved challenging, especially for women, and returning migrants need time to overcome initial hurdles and get settled before they can start to make any meaningful contribution. That is one of the reasons why there is a need to facilitate their reintegration and create a conducive environment which can also foster return migration of the highly-skilled élite. More importantly, however, evidence is produced in favour of arguments and ideas about ‘brain circulation’, a strategy that can help in maximising the positive effects stemming from migration and return.

Radiocesium (137Cs and 134Cs) was released into the environment as a result of nuclear weapons testing in 1950s and 1960s (~1x1018 Bq), and later due to the Chernobyl accident in 1986 (8.5x1016 Bq) and Fukushima Daiichi Nuclear Power Plant in 2011 (~1x1017 Bq). 137Cs is still of relevance due to its half-life of 30 years. The study of radioisotope 137Cs is important, as production and emission rates are high compared to other radioisotopes, due to high fission yield and high volatility. This book contains original work and reviews on how cesium is released into the environment on translocation from soil to plants and further on to animals and into the human food chain. Separate chapters focus on the effective half-life of cesium in plants and on how different cultivars are responding in accumulation of cesium. Other key chapters focus on cesium impact on single cells to higher plants and also on remediation measures as well as on basic mechanism used for remedial options and analysis of transfer factors. Dealing with these complex challenges and the need for sustainable develop ment politicians requires qualified advice from experts. To this end, the German Ministry for Regional Planning, Construction and Urban Development initiated the Network of Spatial Research Institutes in Central and Eastern Europe (CEE Net) in 1992. Exchange of knowledge and an open dialogue at all levels are pre conditions for the cooperative development of visions and strategies serving spa tial development in Europe. The annual conferences of the network have been a first steps towards closer cooperation. The high interest shown in these confer ences by academics and government representatives and the fact that several re search projects have already crystallised out of the debates they engendered indi cate that the network is meeting a need for exchange and cooperation. Decisions on spatial development do not stop at national borders and the dis cussion on spatial development in any European region has therefore to take the European context into consideration. A special advantage of this publication is that, as well as focusing on spatial development and research in CEE regions, it also discusses Central and Eastern Europe in a European context.
