Book excerpt: This book’s main objective is to determine the role, if any, the Shanghai Cooperation Organization (SCO) plays in de-escalating tensions among its members. It argues that the SCO is uniquely suited to keep its disparate members, many of whom have border disputes with each other, from escalating tensions among themselves. The book proposes a rivalry de-escalation model that differs from the standard belief that rivalries de-escalate due to a shock or external pressure. This model states that trust can be built between two rival states when confidence-building measures are instilled and utilized repeatedly over a long period of time. The SCO provides these mechanisms in the form of annual summits between state leaders and routine military exercises involving military units from every member. Examining three case studies involving the founding six members of the organization, the book argues that the SCO is effective in keeping rivalries de-escalated among its members. This book will be of much interest to students of Asian politics, regional security, and international relations.

Unlike other works written by scholars outside ASEAN or East Asia, it offers an insider’s point of view of the 10 ASEAN states, China, Japan and South Korea on regional community building. While a nationalist perspective may permeate throughout the study, it is also clear that pursuing regional cooperation is considered to be important by the respective author, denoting the non-exclusivity between nationalism and regionalism and the mutual reinforcement of the two. Each author of this volume has made a deliberate effort to introduce and survey the developmental challenges and experiences of his or her country from a historical perspective. All authors, without exception, have emphasized the importance and advantages in staying with ASEAN or linking up with ASEAN by China, Japan and South Korea in political-security, economic and socio-cultural terms. Their papers also reveal that the self-help and self-strengthening mechanism emphasized by the ASEAN Plus Three process will take time to bear fruits. In the meantime, it seems that bilateral interactions and cooperation between ASEAN and Northeast Asian states remain to be more dominant as shown in this study. One can argue that bilateral interactions are the building block of multilateralism interactions. To be sure, there is a deliberate effort in this study to highlight "unity in diversity" in East Asia in general and ASEAN in particular.

The post-Cold War American grand strategy has continued to be oriented to securing an ‘open door’ to US capital around the globe. This book will show that the three different administrations that have been in office in the post-Cold War era have pursued this goal with varying means: from Clinton’s promotion of neoliberal globalization to Bush’s ‘war on terror’ and Obama’s search to maintain US primacy in the face of a declining economy and a rising Asia. In seeking to make sense of both these strong continuities and these significant variations the book takes as its point of departure the social sources of grand strategy (making), with the aim to relate state (public) power to social (private) power. While developing its own theoretical framework to make sense of the evolution of US grand strategy, it offers a rich and rigorous empirical analysis based on extensive primary data that have been collected over the past years. It draws on a unique data-set that consists of extensive biographical data of 30 cabinet members and other senior foreign policy officials of each of the past three administrations of Clinton, G.W. Bush and Obama. Architecture is the perfect form of camouflage. As buildings recede into the background of everyday life, the myriad forces that shape our natural, social, and political landscapes hide in plain sight. Embedded within the spatial and material organizations of the built environment are ideas of value, hierarchy, and control that tilt the ground and influence perception in the name of endless competing interests. Operating across multiple scales and mediums, architectural camouflage gives familiar form to obscure objectives. Design transforms and encodes our shared environments, from domestic domains to digital territories, through its material practices, aesthetics, and discourses. Immanent in the periphery, architecture’s images are internalized as forms for understanding and reshaping the world. Camouflage, in turn, dwells in the architecture of our collective subconscious. Latent within architecture’s deceptions is a profound capacity to reflect the elusive intentions and surreal ambiguities of our ecological entanglements. In masking hierarchies and shifting sensitivities to what escapes perception, architecture can engender vital questions around the agency and significance of its world-making practices. This is not only relevant as a research topic; it is also of critical importance from a political standpoint. As regions across the world experience prolonged governance crises, it becomes paramount to understand the extent to which these new regional formations actually reflect the interests and needs of their people. While old regionalism was accepted as a de facto elite-driven byproduct of both the Cold War and neoliberal globalization, the twenty-first-century regionalism—if it is to survive—will need to refocus its objectives through new forms of participation and inclusion. Regions without citizens are unlikely to stand the test of time, especially in times of crises.

These wars of rescue, waged in the name of ostensibly universal norms of human rights and legal principles, rest on the premise that a genuine "international community" has begun to emerge and has reached consensus on a procedure for eradicating mass killings. Rajan Menon argues that, in fact, humanitarian intervention remains deeply divisive as a concept and as a policy, and is flawed besides. The advocates of humanitarian intervention have produced a mountain of writings to support their claim that human rights precepts now exert an unprecedented influence on states' foreign policies and that we can therefore anticipate a comprehensive solution to mass atrocities. In The Conceit of Humanitarian Intervention, Menon shows that this belief, while noble, is naïve. States continue to act principally based on what they regard at any given time as their national interests. Delivering strangers from oppression ranks low on their list of priorities. Indeed, even democratic states routinely embrace governments that trample the human rights values on which the humanitarian intervention enterprise rests. States' ethical commitment to waging war to end atrocities remains episodic and erratic-more rhetorical than real. And when these missions are undertaken, the strategies and means used invariably produce perverse, even dangerous results. This, in no small measure, stems from the hubris of leaders-and the acolytes of humanitarian intervention-who have come to believe that they possesses the wisdom and wherewithal to bestow freedom and stability upon societies about which they know little.
