Yet, little is known about the paths of mass migration across “green borders” via European railway stations and ports to destinations in other continents. Ellis Island, literally a point of passage into America, has a much higher symbolic significance than the often inconspicuous departure stations, makeshift facilities for migrant masses at European railway stations and port cities, and former control posts along borders that were redrawn several times during the twentieth century. This volume focuses on the journeys of Jews from Eastern Europe through Germany, Britain, and Scandinavia between 1880 and 1914. The authors investigate various aspects of transmigration including medical controls, travel conditions, and the role of the steamship lines; and also review the rise of migration restrictions around the globe in the decades before 1914.

Book excerpt: This report is intended to contribute to a better understanding of the complex refugee issue in Europe at a time when the members of the European Community are attempting to relax their internal border controls and have to harmonize their refugee determination procedures. The report begins with an overview of the refugee issue and mass movements in the 20th century, including the birth of an international system to deal with refugees. Descriptions are given of the 1951 Geneva Convention, and the 1967 Protocol in terms of the emergence of 'new refugees'. Different categories of refugees which have emerged in Europe are presented. The report then looks at the search for common characteristics among these groups to define a refugee as the new realities create a need for new definitions. Although hesitant about using available statistics, the report does give figures relating to asylum seekers in Europe since 1975 and refugees in relation to populations. A separate section of the report deals with the politics of determination and attempts to harmonize European procedures. Restrictive measures in various European countries are described as well as the problems posed by recent refugee movements in Eastern Europe. Mention is also made of potential new refugees. The report analyses the movement towards common European refugee policies and practices and the main items on which the discussions on harmonization have focused. The report outlines problems in the process of settlement, understood as beginning from the moment the asylum seeker arrives. The final section of the report deals with issues concerned with social and cultural activities and political rights. The recommendations at the end of the report deal with four categories: recommendations to prevent the root cause of refugee movements; the extension of international standards concerning refugees; strengthening of good practice by governments in their treatment of asylum seekers and refugees; recommendations for good practice in the settlement and long-term development and integration of refugees in European society.

Book excerpt: This paper analyses the impact of large and persistent emigration from Eastern European countries over the past 25 years on these countries’ growth and income convergence to advanced Europe. While emigration has likely benefited migrants themselves, the receiving countries and the EU as a whole, its impact on sending countries’ economies has been largely negative. The analysis suggests that labor outflows, particularly of skilled workers, lowered productivity growth, pushed up wages, and slowed growth and income convergence. At the same time, while remittance inflows supported financial deepening, consumption and investment in some countries, they also reduced incentives to work and led to exchange rate appreciations, eroding competiveness. The departure of the young also added to the fiscal pressures of already aging populations in Eastern Europe. The paper concludes with policy recommendations for sending countries to mitigate the negative impact of emigration on their economies, and the EU-wide initiatives that could support these efforts.

Book excerpt: In 1938, on the eve of what would mark the beginning of the Second World War during the international crisis, Eastern Europe was divided – in every sense of the word. New governments, which were generally regarded as national states, rose from the ashes of the old pre-modern Austro-Hungarian and Russian empires. However, civic nations were not formed within them; the titular ethnic groups were far from being the only representing populations in these states. The new states in Eastern Europe were the offspring of wars and revolutions. Their borders were initially determined by the rights of the powerful. New borders divided entire peoples, having created the very foundation for inter-state conflicts as well as the desire to revise the established order in the region. One of the consequences of the Second World War was the revision of Eastern European borders. Still today, historians have yet to agree upon a single assessment of the eastern European events in the 1930s and 1940s. Researchers from Russia, Belarus, Ukraine, Poland, Moldavia, Israel, Germany and the USA have all contributed articles featured in this collection. The book is focused on national border changes in Eastern Europe during the period from 1938 to 1947: population transfer as a result of foreign and domestic political considerations, interethnic relationships and ethnic purges of paramilitary units; the concept of self- perception of people living on frontiers forced to change their national and civil status; and the problems of modern East European borders.
