The tripartite forums for social dialogue in Bulgaria and Poland are described as 'tripartism', a new postcommunist species of state-society interaction and a brand of capitalism distinct from American neoliberalism, Western European neocorporatism and Japanese statism. These forums are understood as institutionalizing of conflict among postcommunist social actors in the industrial arena and consist of three specific elements: political negotiations, civic participation, and multilevel bargaining. The emergence and development of postcommunist tripartism are significantly shaped by the twin domestic necessities to preserve social peace and legitimate and consolidate the social actors. The book explains variations in the establishment and functioning of tripartite institutions across Central and Eastern European countries, industries and regions, with corporatist legacies and legacies of extrication paths from state socialism, on one hand, and, on the other, with social partners' strategic commitment to concerted action. Integration into the international economy and polity, especially European integration, has somewhat diminished differences and, in the long run, is helping to preserve and maintain social dialogue structures in the Central and Eastern European region.

Apparently, one can become an actor of the new capitalist game without belonging to the German, Jewish, or, to take a timely example, Chinese minority. Nor does one have to go to a Protestant church every Sunday, repeat Confucian truisms when falling asleep, or study Adam Smith?s teachings on the virtues of the market in a business course. He/she may just follow certain quasi-capitalist routines acquired during communism and import capitalist culture (more exactly, various capitalist cultures) in the form of down-to-earth cultural practices embedded in freshly borrowed economic and political institutions. Does capitalism come from outside? Why do then so many analysts talk about hybridization? This volume offers empirical insights into the current cultural history of the Eastern European economies in three fields: entrepreneurship, state governance and economic science. The chapters are based on large case studies prepared in the framework of an eight-country research project (funded by the European Commission, and directed jointly by the Center for Public Policy at the Central European University and the Institute for Human Sciences) on East-West cultural encounters in the ex-communist economies.

Book excerpt: With the collapse of the Council for Mutual Economic Assistance in 1991, the Eastern European nations of the former socialist bloc had to figure out their newly capitalist future. Capitalism, they found, was not a single set of political-economic relations. Rather, they each had to decide what sort of capitalist nation to become. In Capitalist Diversity on Europe's Periphery, Dorothee Bohle and Béla Geskovits trace the form that capitalism took in each country, the assets and liabilities left behind by socialism, the transformational strategies embraced by political and technocratic elites, and the influence of transnational actors and institutions. They also evaluate the impact of three regional shocks: the recession of the early 1990s, the rolling global financial crisis that started in July 1997, and the political shocks that attended EU enlargement in 2004.Bohle and Greskovits show that the postsocialist states have established three basic variants of capitalist political economy: neoliberal, embedded neoliberal, and neocorporatist. The Baltic states followed a neoliberal prescription: low controls on capital, open markets, reduced provisions for social welfare. The larger states of central and eastern Europe (Poland, Hungary, and the Czech and Slovak republics) have used foreign investment to stimulate export industries but retained social welfare regimes and substantial government power to enforce industrial policy. Slovenia has proved to be an outlier, successfully mixing competitive industries and neocorporatist social inclusion. Bohle and Greskovits also describe the political contention over such arrangements in Romania, Bulgaria, and Croatia. A highly original and theoretically sophisticated typology of capitalism in postsocialist Europe, this book is unique in the breadth and depth of its conceptually coherent and empirically rich comparative analysis.

This region has now become highly dynamic, but corruption remains problematic.
