Indeed, bilateral relations reached an unprecedented nadir during the spring of 2005, and again more recently in autumn 2012, as massive anti-Japanese demonstrations across Chinese cities elicited corresponding incidents of popular anti-Chinese reprisal in Japan. This book systematically explores the complex dynamics that shape contemporary Japanese-Chinese relations. In particular, it analyses the so-called ‘revival’ of nationalism in post-Cold War Japan, its causality in redefining Japan’s external policy orientations, and its impact on the atmosphere of the bilateral relationship. Further, by adopting a neoclassical realist model of state behaviour and preferences, Lai Yew Meng examines two highly visible bilateral case studies: the Japanese-Chinese debacle over prime ministerial visits to Yasukuni Shrine, and the multi-dimensional dispute in the East China Sea which comprises the Senkaku/Diaoyudao territorial row, alleged Chinese maritime incursions, and bilateral competition for energy resources. Through these examples, this book explores whether nationalism really matters; when, and under what circumstances nationalism becomes most salient; and the extent to which the emotional dimensions of nationalism manifest most profoundly in Japanese state-elites’ policy decision-making. This timely book will be of great interest to students and scholars of both Japanese and Chinese politics, as well as those interested in international relations, nationalism, foreign policy and security studies more broadly.

The political and military profile of Asia is changing rapidly, however. Korea's nuclear program, China's rise, and the relative decline of U.S. power have commanded strategic review in Tokyo just as these matters have in Washington. What is the next step for Japan's security policy? Will confluence with U.S. interests—and the alliance—survive intact? Will the policy be transformed? Or will Japan become more autonomous? Richard J. Samuels demonstrates that over the last decade, a revisionist group of Japanese policymakers has consolidated power. The Koizumi government of the early 2000s took bold steps to position Japan's military to play a global security role. It left its successor, the Abe government, to further define and legitimate Japan's new grand strategy, a project well under way-and vigorously contested both at home and in the region. Securing Japan begins by tracing the history of Japan's grand strategy—from the Meiji rulers, who recognized the intimate connection between economic success and military advance, to the Konoye consensus that led to Japan's defeat in World War II and the postwar compact with the United States. Samuels shows how the ideological connections across these wars and agreements help explain today's debate. A powerful China feels new and unfamiliar. Arriving peacefully at mutually acceptable relationships of power and influence that are very different from those that have prevailed for the past half century will be a demanding process. The world's track record on challenges of this kind is not terrific. It will call for statesmanship of a consistently high order from all the major players, and building the strongest possible confidence among these players that there are no hidden agendas.
