It includes practical suggestions on how to proceed in this area to achieve economic growth, macroeconomic stability, poverty and income distribution, services delivery improvements, and political accountability. This note elaborates on adequacy of local revenues and autonomy, expenditure management and clear service delivery mandates, horizontal imbalances and limited use of incentives in intergovernmental transfers, financing needs and local government borrowing, and local management capacities as the major challenges in a decentralized fiscal architecture. The recommendations to address the above challenges also note the long- term nature of these reforms.

Book Citizens in Charge

Download or read book Citizens in Charge written by Isabel Licha and published by IDB. This book was released on 2004 with total page 393 pages. Available in PDF, EPUB and Kindle. Book excerpt: "Takes a close look at people's involvement in the new framework of state decentralization. By focusing on the potential as well as the limitations of citizens managing local budgets, the goal is to improve the process of democratization of the state and society. The contributors explore the achievements of the process of decentralization, which is the backdrop for the emerging process of citizen participation in public decisionmaking at the local government level. The volume approaches this issue from a general perspective and up close through case studies. The broad perspective generates a framework for analytical understanding of fiscal decentralization and participation. The case studies highlight local experiences in East Asia - Indonesia, Malaysia, and the Philippines - and Latin America - Bolivia, Brazil, Colombia, and Peru. Each case illustrates a particular leadership style and type of participation. Important similarities emerge in the areas of trust, political will, unity among actors, intergovernmental coordination, capacity of government and citizen organizations to generate participatory public policies, and redistribution of power and responsibility between the state and civil society."--Publisher's web site.

Book Reshaping Economic Geography in East Asia

Download or read book Reshaping Economic Geography in East Asia written by Yukon Huang and published by World Bank Publications. This book was released on 2008-10-15 with total page 408 pages. Available in PDF, EPUB and Kindle. Book excerpt: This companion volume to the 'World Development Report 2009' comprises twenty papers authored by noted Asian scholars. These studies highlight how, throughout East Asia, spatial considerations have influenced Government policies at the national, regional, and local levels. Key themes include how countries have dealt with: (1) agglomeration economies, urbanization, and regional disparities; (2) improving connectivity with infrastructure investments; and (3) eliminating barriers across and within countries to favor the movement of labor, goods and services. Achievements vary widely across countries: while some succeeded in enhancing competitiveness and improving social outcomes, others are experiencing increasing inequalities and failures to spur growth in disadvantaged areas. The book highlights many examples of how the new economic geography is reshaping development objectives: from initiatives to foster growth via enhanced agglomeration and improved local connectivity to the world economy, to special decentralization programs that channel resources to lagging regions. This volume will be of great interest to readers working in the areas of economic policy, poverty reduction and urban-rural development strategies, and transport-led infrastructure policy.

Book Decentralization Policies in Asian Development

Download or read book Decentralization Policies in Asian Development written by Shinichi Ichimura and published by World Scientific. This book was released on 2009 with total page 441 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book explores the important topic of fiscal decentralization in Asian countries, and focuses on how government finance and administration are being reformed to bring budgetary decisions closer to voters. The focus on Asia is especially important because all countries in this region have been undergoing serious fiscal reforms in the past decade. They include one of the biggest decentralization reforms in Indonesia, significant reforms in democratic Philippines and Vietnam which are in transition, and Japan, whose fiscal reconstruction program is covered extensively. India and China, which are also covered, are very special cases because of their size and because their policies must fit decentralization into a significant economic growth scenario.

Book Decentralization and Adat Revivalism in Indonesia

Download or read book Decentralization and Adat Revivalism in Indonesia written by Adam D. Tyson and published by Routledge. This book was released on 2010-07-02 with total page 224 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book examines the dynamic process of political transition and indigenous (adat) revival in newly decentralized Indonesia. The political transition in May 1998 set the stage for the passing of Indonesia’s framework decentralization laws. These laws include both political and technocratic efforts to devolve authority from the centre (Jakarta) to the peripheries. Contrary to expectations, enhanced public participation often takes the form of adat revivalism - a deliberate, highly contested and contingent process linked to intensified political struggles throughout the Indonesian archipelago. The author argues adat is aligned with struggles for recognition and remedial rights, including the right to autonomous governance and land. It cannot be understood in isolation, nor can it be separated from the wider world. Based on original fieldwork and using case studies from Sulawesi to illustrate the key arguments, this book provides an overview of the key analytical concepts and a concise review of relevant stages in Indonesian history. It considers struggles for rights and recognition, focusing on regulatory processes and institutional control. Finally, Tyson examines land disputes and resource conflicts. Regional and local conflicts often coalesce around forms of ethnic representation, which are constantly being renegotiated, along with resource allocations and entitlements, and efforts to preserve or reinvent cultural identities. This will be valuable reading for students and researchers in Political Studies, Development Studies, Anthropology and Southeast Asian Studies and Politics.

Book An East Asian Renaissance

Download or read book An East Asian Renaissance written by Indermit Singh Gill and published by World Bank Publications. This book was released on 2007 with total page 386 pages. Available in PDF, EPUB and Kindle. Book excerpt: An East Asian Renaissance, by a World Bank team led by Chief Economist for East Asia & Pacific, Dr Homi Kharas and Economic Adviser, Dr Indermit Gill is the first comprehensive analysis of the new forces and challenges at play in the region since the Bank's seminal report of 1993, The East Asian Miracle. The report argues that regional flows of goods, finance and technology are helping even smaller East Asian countries reap the benefits of economies of scale and that this regional integration must be encouraged. But it also points out that these measures have to be supported by actions at the domestic level to ease the stresses and strains that rapid economic growth leaves in its wake. East Asia must now turn to the urgent domestic challenges of inequality, social cohesion, corruption and environmental degradation arising from its economic success.

Book Urbanization in Southeast Asia

Download or read book Urbanization in Southeast Asia written by Yap Kioe Sheng and published by Institute of Southeast Asian Studies. This book was released on 2012 with total page 404 pages. Available in PDF, EPUB and Kindle. Book excerpt: Urbanization occurs in tandem with development. Countries in Southeast Asia need to build - individually and collectively - the capacity of their cities and towns to promote economic growth and development, to make urban development more sustainable, to mitigate and adapt to climate change, and to ensure that all groups in society share in the development. This book is a result of a series of regional discussions by experts and practitioners involved in the urban and planning of their countries. It highlights urbanization issues that have implications for regional - including ASEAN - cooperation, and provides practical recommendations for policymakers. It is a first step towards assisting governments in the region to take advantage of existing collaborative partnerships to address the urban transformation that Southeast Asia is experiencing today.
