Given the presence of nuclear-armed powers in East Asia, namely, China, North Korea and the USA, it is also possible that any regional conflict could escalate into a nuclear conflict involving the world’s three largest economies: the USA, China and Japan. The security of, and any conflict in, East Asia thus has tremendous implications for global security. The Handbook is divided into four parts. The introductory section includes chapters which set the context, explain the history of international relations in East Asia and examine the phenomenon of regional arms race. The second section is made up of a series of chapters focusing on China, examining China’s military modernization, its relationship with the USA and the various territorial disputes in which it has been involved. The third section focuses on Japan and North and South Korea, looking at the security challenges facing Japan and the Korean peninsula. A concluding section examines the future role of China and the USA in East Asia, as well as the prospects for managing security in the region. The contributing authors are all experts in their respective fields, and all share an abiding concern over developments in East Asia. Their contributions aim to assist in a better understanding of the issues, to suggest possible solutions, and draw attention to the need for diplomacy, confidence-building measures, crisis management mechanisms and other measures to prevent conflict. This volume will be of use to government institutions involved in foreign policy, intelligence and defence, reference libraries, universities, research institutes, and non-governmental organisations. It will also appeal to analysts, researchers, journalists, policy advisers, students, academics and the general reader. Scholarly analysis is yet to catch up and currently there are no other comprehensive works examining conflict in East Asia in the context of the current tensions.

The findings are that in many cases, there are embedded structural obstacles to achieving human-centered governance objectives in the region. These relate to the role of the military, historical authoritarian legacies, and new authoritarian trends. Contributors examine not only the most obvious instances of military domination of governance in the region (North Korea with its “Military First” philosophy, Thailand since the 2014 coup, and Myanmar with its long history of military rule), but also less well known examples of the influence of conflict legacies upon governance in Cambodia, Timor-Leste, and Laos, as well as the emergence of new reservoirs of power and resources for the forces of authoritarianism.

Book excerpt: The economic growth of East and South-East Asia in the context of the global financial crisis has strengthened the view that this region is emerging in the 21st century as the most economically vibrant region in the world. With some of the largest economies, and generally high economic growth rates compared to the rest of the world, it is unsurprising that East and South-East Asia has become the subject of global interest. East Asia’s rise inevitably focuses attention on the issue of China’s emergence as a regional and global power. Such a prospect challenges the current status quo, in which the region is dominated by the USA and its regional allies, and issues in Sino-US strategic relations have raised global awareness of the need to understand this pivotal region better. In addition, the Taiwan issue continues to evoke nationalist sentiments in China, and North Korea continues to threaten regional stability. Non-traditional (or alternative) security issues are also of major importance in the region, including natural disasters and epidemics, as well as challenges relating to human rights and governance, transnational crime, demographic issues, economics and trade and regionalism. This Handbook aims to offer an insight into these issues. The volume is divided into two main sections. The first, International Relations and Security Perspectives, will focus on the international relations of the region, paying special attention to the key state players. The chapter contributions will examine the security perspectives, and foreign and defence policies of these states, as well as key bilateral relationships. The second section will examine key Regional Non-traditional Security Issues, including globalization, transnational health challenges, population growth and the environment.

A region that at the height of the Cold War had accounted for around eighty percent of the world's mass atrocities has experienced such a decline in violence that by 2015 it accounted for less than five percent. This book explains East Asia's 'other' miracle and asks whether it is merely a temporary blip in the historical cycle or the dawning of a new, and more peaceful, era for the region. It argues that the decline of mass atrocities in East Asia resulted from four interconnected factors: the consolidation of states and emergence of responsible sovereigns; the prioritization of economic development through trade; the development of norms and habits of multilateralism, and transformations in the practice of power politics. Particular attention is paid to North Korea and Myanmar, countries whose experience has bucked regional trends largely because these states have not succeeded in consolidating themselves to the point where they no longer depend on violence to survive. Although the region faces several significant future challenges, this book argues that the much reduced incidence of mass atrocities in East Asia is likely to be sustained into the foreseeable future.
