Book excerpt: This book provides a systematic analysis of the establishment and decision-making processes concerning the institutional design of the East African Community (EAC) throughout the 1990s and discusses to what extent these were impacted and inspired by other regional organizations from Africa and Europe. Analysing the decision-making processes that led to the set-up of the EAC, the book explores the extent to which they were impacted by several other regional organizations, namely the Organization of African Unity (OAU), the Common Market for Eastern and Southern Africa (COMESA), the Southern African Development Community (SADC), the European Union (EU), and the first EAC. The findings indicate that the relevant east African state and non-state actors adopted substantial aspects from the first EAC, the EU, and the COMESA and adapted them to set up the current EAC. This book demonstrates that the perception of other regional organizations and their institutional design considerably effected the construction of the EAC; here, its own past provided crucial learning objectives, which challenges the notion of mimicry or replica regional organizations of the EU in the Global South. This work will be of particular interest to scholars and students of regional and international organizations, international relations, multilevel governance approaches as well as diffusion literature.

The trade and investment policy analysis of constraints and opportunities aims to improve trade and competitiveness and covers macro- (economy-wide), meso- (sectoral) and micro- (firm or household) levels. This multi-level approach is crucial for understanding how current trade and investment policies limit competitiveness and diversification in order to identify more tangible policy action for overcoming such constraints. Alter, Helfer, and Madsen provide a novel framework for conceptualizing international court authority that focuses on the reactions and practices of these key audiences. Eighteen scholars from the disciplines of law, political science and sociology apply this framework to study thirteen international courts operating in Africa, Latin America, and Europe, as well as on a global level. Together the contributors document and explore important and interesting variations in whether the audiences that interact with international courts around the world embrace or reject the rulings of these judicial institutions. Alter, Helfer, and Madsen's authority framework recognizes that international judges can and often do everything they 'should' do to ensure that their rulings possess the gravitas and stature that national courts enjoy. Yet even when imbued with these characteristics, the parties to the dispute, potential future litigants, and the broader set of actors that monitor and respond to the court's activities may fail to acknowledge the rulings as binding or take meaningful steps to modify their behaviour in response to them. For both specific judicial institutions, and more generally, the book documents and explains why most international courts possess de facto authority that is partial, variable, and highly dependent on a range of different audiences and contexts - and thus is highly fragile. An introduction situates the book's unique approach to conceptualizing international court authority within theoretical debates about the authority of global institutions. International Court Authority also includes critical reflections on the authority framework from legal theorists, international relations scholars, a philosopher, and an anthropologist. The empirical analysis ranges from unions formed during the years following independence, to the proposed African Continental Free Trade Area (AfCFTA), which aims to remove trade barriers between all 55 African states. In addition, the book explores to what extent Africa’s Regional Economic Communities (RECs) have advanced in accordance with a linear integration model of goods, labor and capital markets. The book subsequently evaluates the suitability of the European model of deep integration with costly institutions for the conditions specific to Africa, considering, for example, the role of informal and non-recorded trade. Stylized cases of regional division of labour with increasing returns and imperfect competition are introduced to support the economic integration logic. Past and current economic policies in Africa are scrutinized to answer the question: how can African regions best foster new manufacturing industries and value chains across the continent? In conclusion, the book outlines content and processes of Common Industrial Policy in the African regions. The main objective of the study is to provide CTA with an understanding of the salient features of the four food-grain value chains in the EAC region, and information and possible entry points about the types of commodities to be supported and the nodes of the food-grain value chains that interventions should focus on.

Book excerpt: The post-independence integration endeavor of the East African Community has been punctuated with challenges, culminating into the collapse of the 1967-1977 regional organization. The renaissance of the integration agenda since the re-establishment of the regional organization in 1999 has rekindled epistemological debate among scholars and practitioners on the East African Community raison d'etre and integration process. This volume is the first of its kind in this ongoing debate that puts into proper context the nexus between the East African citizens and the integration agenda. Focusing on the Partner States case studies, the authors of the chapters operationalize the concepts of popular participation, eastafricanness, eastafricanization, democratization, and integration. Using political, national constitutions and EAC treaty, communication and awareness dimensions the authors of the chapters have analyzed the nexus between the EACcitizens and the integration process. The study generally proceeds from the premise that the exclusion of the EAC citizens from exercising their sovereign rights through popular participation undermines the prospects for the institutionalization and consolidation of the EAC identity, eastafricanness, eastafricanization, democratization and integration.
