Book excerpt: The purpose of the audit reported in this document was to assess the degree to which governments in British Columbia are prepared for a major earthquake in high hazard areas of the province, and to determine what actions are needed to raise the level of preparedness to an adequate standard. Audit work included examining government roles in mitigating the potential impacts of major earthquakes through, for example, the appropriate design and enforcement of building codes; studying the extent to which current and tested plans are in place to respond to an earthquake; and the capability to carry on providing essential services through proper continuation and recovery plans. A brief analysis is also made of the blizzard of 1996 to assess the performance of the province's emergency management system and to discuss the implications of this for earthquake preparedness. Recommendations for improvement of preparedness for a major earthquake and its aftermath are provided.
