This report is Part A of an Open- File Report that describe s the construction of a global catalog of moderate to large earthquakes , from which one can estimate Mmax for most of the Central and Eastern United States and adjacent Canada. The catalog and Mmax estimates derived from it were used in the 2014 edition of the U.S. Geological Survey national seismic-hazard maps. This Part A discusses prehistoric earthquakes that occurred in eastern North America, northwestern Europe , and Australia , whereas a separate Part B deals with historical events.

Book excerpt: This report is concerned with the problem of estimating credible values of the peak velocity and acceleration of the ground motion for central United States earthquakes. The report contains a catalog of all known earthquakes large enough to be felt or of body-wave magnitude greater than or equal to 3. The data of the catalog are plotted on a map, which together with structural geological information is used to identify eight seismic source zones in the central United States. The boundaries of the source zones are inexact, so that special study will be required for establishing credible ground-motion values for sites near the boundaries. A maximum-magnitude earthquake is determined for each zone, as well as a magnitude-recurrence equation. Using the Murphy-O'Brien formulation, as well as theoretical results of Herrmann and a limited amount of strong-motion data for the central United States, equations are derived for that region which relate maximum horizontal acceleration and velocity to body-wave magnitude and epicentral distance. Book excerpt: Most probabilistic seismic-hazard assessments require an estimate of Mmax, the magnitude M of the largest earthquake that is thought possible within a specified area. In seismically active areas such as some plate boundaries, large earthquakes occur frequently enough that Mmax might have been observed directly during the historical period. In less active regions like most of the Central and Eastern United States [(CEUS; table 2)] and adjacent Canada, large earthquakes are much less frequent and generally Mmax must be estimated indirectly. The indirect-estimation methods are many, their results vary widely, and opinions differ as to which methods are valid. This lack of consensus about Mmax estimation increases the uncertainty of hazard assessments for planned nuclear power reactors and increases design and construction costs.

Book excerpt: For many years, the two subjects of (1) postglacial rebound and its potential for generating earthquakes and (2) the seismicity of passive continental ml!rgins have been of interest and concern to earth scientists on both sides of the North Atlantic. New data and theoretical interpretations have given rise to vigorous discussions on how much the two phenomena inter-relate and whether a significant controlling factor on seismicity in northeastern North America and Scandinavia is the crustal uplift that has been occurring since the latest ice age. The lack of a good understanding of these phenomena presented a particular problem for engineering seismologists attempting to prepare accurate seismic hazard estimates for facili ties both on land (e. g. , nuclear power stations and radioactive waste repositories) and offshore (e. g. , petroleum production facili ties) . The NATO Advanced Research Workshop programme provided an opportuni ty to bring together a group of relevant geophysicists, geologists and geodesists from both sides of the North Atlantic, and a workshop on "Causes and Effects of Earthquakes at Passive Margins and in Areas of Postglacial Rebound on both Sides of the North Atlantic" was held in Vordingborg, Denmark, 9-13 May 1988. Hence, the detection of existing faults and their assessment as active or inactive constitutes an essential aspect of earthquake design. Some faults in soft sediments, through active, may not have the capability of generating earthquakes and must be so interpreted. Active faults generally may be evaluated for their maximum capacity to generate earthquakes through a synthesis of the local geologic and seismic history and worldwide relationships between fault dimensions earthquakes. Major earthquakes are caused by slippage along large faults, which are unlikely to be missed in detailed geologic investigations for sites in western United States. This may not be the case in the central and eastern United States. Small faults may be missed in any investigation so that a floating earthquake of limited size must be assumed to account for them. When faulting is not manifest at the surface, seismic history and geologic investigations can define geographic limits or zones for which floating earthquakes of various sizes are assigned"--Page ix.
