Book excerpt: Online learning has increasingly been viewed as a possible way to remove barriers associated with traditional face-to-face teaching, such as overcrowded classrooms and shortage of certified teachers. While online learning has been recognized as a possible approach to deliver more desirable learning outcomes, close to half of online students drop out as a result of student-related, course-related, and out-of-school-related factors (e.g., poor self-regulation; ineffective teacher-student, student-student, and platform-student interactions; low household income). Many educators have expressed concern over students who unexpectedly begin to struggle and appear to fall off track without apparent reason. A well-implemented early warning system, therefore, can help educators identify students at risk of dropping out and assign and monitor interventions to keep them on track for graduation. Despite the popularity of early warning systems, research on their design and implementation is sparse. Book excerpt: Boosting high school graduation rates is a growing concern to educators and policymakers. Researchers stress that, although graduation rates have varied little in recent years, "[w]hat makes current graduation rates alarming is a reality of the new U.S. economy: It is practically impossible for individuals lacking a high school diploma to earn a living or participate meaningfully in civic life." Research shows that students who fail to graduate high school exhibit clear signs of dropping out. Warning signs such as irregular attendance, poor academic performance, behavior problems and grade retention are more precise predictors of whether a student will ultimately drop out than are social and economic indicators such as family income and parental involvement. States have made notable progress collecting longitudinal information that follows individual students over time. Access to such student data has prompted state and school district officials across the country to develop "early warning indicator systems" to efficiently identify students who are at risk of dropping out and provide targeted supports to get them back on track and graduate. This paper provides summaries that highlight the statewide early warning indicator systems in Louisiana, South Carolina, and Alabama and the Philadelphia Public Schools district-wide system. Districts shared that the EWII data were helpful, but also requested early indicator data at earlier grade levels and throughout high school. The new EWIS builds on the strengths and lessons learned from the EWII to provide early indicator data for grades 1-12. To develop the early elementary risk model, a multilevel modeling framework was used to control for the clustering of students within schools and obtain correct robust standard errors. To develop the late elementary, middle and high school risk models, a logistic regression modeling framework was used. The model allows users to identify students who are at risk of missing key educational benchmarks (a.k.a. outcome variables) within the first through twelfth grade educational trajectory. The outcome variables by which students' risk is tested took into consideration the degree to which the outcome variable is age and developmentally appropriate (e.g., achieving a score that is proficient or higher on the third grade English Language Arts in Massachusetts Comprehensive Assessment System). The following appendices are included: (1) Seventh Grade: Alternate Risk Model--No Course Performance Data; (2) Eighth Grade: Alternate Risk Model--No Course Performance Data; and (3) Ninth Grade: Alternate Risk Model--No Course Performance Data.
