Book excerpt: The impact of drought in agriculture is one of the most complex natural hazards to predict and mitigate. It carries a constant risk for most smallholder farmers around the world. According to studies conducted by the Food and Agriculture Organization of the United Nations (FAO), 83 percent of all damages and losses caused globally by drought between 2006 and 2016 have been absorbed by agriculture, putting a good part of the world population at risk of food insecurity. The guide aims to guide governments and other relevant actors in the development of early warning - early actions on agricultural drought plans that must be implemented before a drought event has significant impacts and causes damages and losses that could eventually become a disaster. The manual complements other instruments used at global and local levels to develop EWEA on agricultural and response plans related to drought.

Book excerpt: The project “Strengthening Food Security Information and Early Warning System,” was a two-year (1 February 2019 – 31 January 2021), EUR 5.9 million project funded by the European Union to scale up the geographic coverage of Yemen’s Food Security Information System. The overall objective of the project was to increase systemic resilience to food crisis and climate change as well as improve food security and nutrition governance for decision-making at the national- and governorate-levels. The project is the latest phase in a series of EU-funded investments since in food security information systems in Yemen, with this project aiming to expand the geographic and technical coverage of previous phases. With these investments expected to continue in the future, the evaluation has aimed to provide accountability to project partners as well as the provision of evidence-based analyses and usable recommendations that feed into programming, policy and decision-making processes.

Book excerpt: The INFORMED programme, implemented by FAO from 2015 to 2019, was designed to contribute to “increasing the resilience of livelihoods to threats and crises and contributing to the reduction of food insecurity and malnutrition”. The programme’s increased focused on Early Warning for Early Action (EWEA) was very relevant to fill existing gaps with a comparative advantage for FAO in slow onset and food chain crises contexts. Promoting the use of pre-agreed plans and pre-identified anticipatory actions, the project effectively improved risk analysis and decision making, including through the Global Report on Food Crises, and increased access to appropriate financing instruments, while the EWEA country toolkit initial positive spinoffs remain to be built on.Efforts to support resilience measurement and analyses by applying the resilience index measurement and analysis (RIMA) methodology are relevant given the significant investments in resilience programming and the continuing methodological gaps. However, although RIMA provides a basis for creating evidence on resilience investments, and FAO has been an important pioneer in resilience measurement, a wider system supporting resilience analysis is needed, based on a range of methodologies, responding to the information needs of decision-makers. Also, RIMA baseline lacks sufficient detail to allow articulating the feasibility of possible response options and have a practical impact on planning decisions; it has not demonstrated its added value over pre-existing food security, nutrition and risk indicators to help target interventions, and is not well adapted as an impact evaluation tool.Assessing INFORMED results against its intention to support knowledge production and sharing, to promote the replication of good practices and circular learning, the evaluation questioned the choice of creating a new knowledge management platform versus adopting a collaborative approach building on similar initiatives’ strengths. Poor strategic choices represented a fundamental constraint to reach intended objectives, such as, an insufficient understanding of users explaining the difficulty to trace the uptake and use of knowledge products. Nevertheless, the evaluation recognized the progressive investments in knowledge management and sizeable accomplishments of a relatively small team.The evaluation suggests strengthening capacities for the production and dissemination of forecast, scenario-based early warning as a basis for early action; developing a corporate strategy for partnering to strengthen early warning system capacities at various levels; promoting the use of a toolkit of approaches and investing in a knowledge management function dedicated to capturing and disseminating lessons on the effectiveness of EWEA and resilience interventions.

As a result the FIVIMS (Food Insecurity and Vulnerability Information and Mapping System) initiative was launched, as a co-operative venture, to assist countries and the international community to identify the "who, where and why" of food insecurity. Even before the Summit, many countries had established approaches for this purpose based on multidisciplinary networks, at national and local levels. One of these approaches, developed first in French-speaking Africa, is the FSIEWS method (Food Security Information and Early Warning System) proposed in this handbook as one of the tools available to those engaged in the fight against hunger. This contribution to the FIVIMS initiative is addressed to the national technical officers at central and decentralised level, as well as to their collaborators from the technical assistance community.

Some 113 million people in 53 countries were acutely hungry last year. That is 113 million girls, boys, men and women, old and young, who were unable to access enough food and required humanitarian assistance to meet their most basic needs. For FAO, building resilient agriculture-based livelihoods and food systems is at the core of efforts to fight acute hunger and avert food crises. We know how critical humanitarian assistance is. At the same time, it is clear that humanitarian assistance on its own is not enough to win the battle against acute hunger. That is why FAO’s humanitarian work is firmly embedded within a foundation of resilience building. And this was really demonstrated in 2018, when the breadth of our work extended from immediate humanitarian response to protect lives and livelihoods in some of the most complex contexts in the world, including South Sudan and Yemen, to addressing the vulnerability of pastoral populations and facilitating the development of livestock feed balances in the Horn of Africa, to supporting disaster risk reduction efforts from Myanmar to Central America. Publications such as this offer us an opportunity to reflect on some of our achievements over the past year and identify how we can do better in the next. It is not intended as an exhaustive list of the work done under FAO’s strategic programme on resilience, but rather a snapshot to demonstrate what we can achieve and how much more this to be done.

Since 2016, the Food and Agriculture Organization of the United Nations (FAO) has supported extensive country-level work on Anticipatory Action for several slow-onset hazards such as drought, cold waves, pests and diseases, Rift Valley fever and the secondary consequences of COVID-19. This paper summarizes FAO's conceptual and programmatic approach for anticipating and mitigating the impact of slow-onset hazards on the most vulnerable people depending on agriculture for their livelihoods and food security. Drawing on FAO’s experiences in implementing Anticipatory Action and the technical expertise built over decades, it recommends a phased approach to Anticipatory Action for slow-onset hazards as it reduces uncertainties associated with early warning information, improves the targeting of Anticipatory Action interventions and helps adapt the selection of Anticipatory Action options to the evolving hazard context.
