Book excerpt: Excerpt from Early Revenue History of Bengal: And the Fifth Report, 1812 ON March 11, 1808, Mr. Dundas, President of the Board of Control,1 moved in the House of Commons the appointment of a Select Committee to inquire into the present state of affairs of the East India Company. The Committee appointed continued to sit for four years, and in the course of this period issued five Reports of these the first and second dealt with the financial position of the Company, and were printed by order Of the House of Commons on May 12, 1810 the third and fourth Reports were of little permanent interest. The Fifth Report was issued in 1812, the year when the renewal Of the Company's charter, due to expire in the following year, was under discussion in the House of Commons. The Report was printed by order of the House of Commons on July 28, 1812. It deals with the revenue and judicial administration of both the Bengal and Fort. St. George Presidencies this book, however, is only concerned with the Report, so far as it deals with the revenue administration of Bengal. Ascoli. It embodies the text of the Fifth Report on the affairs of the East India Company by the Select Committee of the House of Commons, appointed with a view to form the charter of 1813, and also careful and detailed summary of the discussions that led up to Lord Cornwallis's Permanent Revenue Settlement of Bengal (including Behar). The condensed arguments of Mr. James Grant, Sir John Shore and Lord Cornwallis on the subject of the Permanent Settlement enable us to see the objectives desired for in the Permanent Revenue Settlement. The book also affords valuable glimpses on the methods adopted for carrying out the settlement and working it successfully in the early days when the zamindars themselves did not look upon it as a boon, and the sale of estates for arrears were frequent. Ascoli's excellent and dispassionate account of the Company’s difficulties and the unsuccessful remedies that were from time to time applied to meet them, disposes of pet theories that are sometimes advanced with regard to the Permanent Settlement. A more profitable exercise is to consider particular imperialisms and assess their spirit and their achievements. From this premise Sir Percival Griffiths proceeds to examine the political, administrative and economic effects on India of British rule. Formerly a member of the Indian Civil Service, later the leader of the British representatives in the Indian Legislative Assembly and now closely connected with commerce and industry in India and Pakistan, he has the advantage of a three-sided approach. He was, moreover, playing an active part in Indian public affairs throughout the years leading to the transfer of power. In 1942 he declared that he would fight any government which resiled from the promise of independence for India and when the Cabinet Mission visited India in 1947, it fell on him to assert - on behalf of the British community in India – their conviction that independence must be granted without further delay. It is because he has thus been a close eye-witness of the events of the last three decades in India that he has written this book. Although Western civilization is often regarded by Indians as materialistic, it is the spiritual rather than in the material sphere that British influence has been greatest. It has built up Indian nationalism; it has engendered in Indian minds a new concept of equality and of human rights; it has rekindled the scientific spirit; and is has profoundly modified the Indian intellectual approach to the problems in life. In all this there have been losses as well as gain – not least among the losses being the partial destruction of village corporate life and the spread of specticism among the intelligentsia – but there can be little doubt which way the balance lies. A further fifty years may have to elapse, Sir Percival suggests, before a final assessment of the impact of the British is possible. In the meantime the present book may be confidently recommended as the most authoritative and objective examination of the history and influence of British administration in Indian, which has yet appeared; a book, furthermore, that may be expected to achieve the status of a standard work.
