The requirement defines the need to develop and field a fully integrated system-of-systems consisting of manned ground vehicles, unmanned ground systems, and unmanned aerial systems -- all connected by a complex network. The program is in its fifth year of System Development and Demonstration. Despite two restructures, due to reprioritizations of dollars within the Army and budget cuts imposed by Congress, the program remains on schedule to deliver capability to the current force in 2010 and, by 2017, to field a fully equipped FCS brigade combat team. To date, most articles, studies, and reports on FCS have focused on the complexities of the task of developing and fielding a system-of-systems and on the unique contractual arrangement between the Army and the program's lead system integrator. This paper provides early lessons learned from the FCS program that may be useful to acquisition professionals facing the challenges of managing the complexity inherent in 21st-century Department of Defense programs.

Book excerpt: In simple terms, Army modernization deals with equipping the Army's Future Modular Force. The Chairman's focus on "correctly" equipping ground forces frames the Army's approach to FCS. While upgrading current equipment to meet Current Force needs, we are also modernizing the Army to deal with the complex and challenging future. A strong team from government and industry, including Soldiers from the 5th Brigade, 1st Armored Division, Army Evaluation Task Force (AETF), at Fort Bliss, TX, are delivering FCS today. The AETF recently completed new equipment training and began evaluating the first set of FCS spin out (SO) capabilities. As MG Charles A. Cartwright, Program Manager (PM) Future Combat Systems (Brigade Combat Team) FCS(BCT), so accurately stated, "The days of Microsoft PowerPoint slides are over." Since entering the System Development and Demonstration phase at Milestone B in May 2003, the FCS program progressed rapidly and evolved in numerous ways. FCS increased from 14 to 18 systems at one point, but returned to 14 systems with the 2008 budget submission. The fielding tempo also changed, especially with the July 2004 addition of SOs for selected technologies across the force beyond the FCS(BCT). We accelerated selected FCS technologies while delaying others for further study and development. However, ongoing conflicts in Afghanistan and Iraq forced the Army to balance current warfighting needs with modernization by shifting resources from FCS to support the current fight. The demands of war will continue to challenge the Army's ability to maintain the balance. The net result is an FCS program that looks rather different in terms of time and schedule, but remains true to the goal of providing a strategically responsive, Joint interdependent, precision maneuver force that is dominant across the full range of military operations.

Creating a human-machine alliance that actually improves command and control is a severe challenge in human-system integration for FCS. First, this report selectively identifies four overarching research issues for command and control: Allocation, Autonomy, Authority, and Awareness. Second, two complementary research approaches, mid-scale and small-scale transformation environments, for investigating human-system integration issues are described. An example of a mid-scale transformation environment from the FCS C2 program is provided with selected results from Experiment 1 on human-system integration. The value added by small-scale transformation environments, however, is needed to maintain a human-centric focus and provide two unique roles: a breeding ground for innovation to larger environments, and proving ground for issues from larger environments. An example of an emerging small-scale transformation environment directed at FCS concept exploration and training is provided. The core technical, operational and human performance assets currently available for this small-scale transformation environment are described. The report's intended audience includes any members of the user, researcher, and developer community who might benefit from, or provide benefit to, the Army's ongoing FCS research program."--DTIC.

The Army faces an age-old dilemma: arriving at the right investment balance between current demands and relevant future forces. Although the Army firmly intends to avoid sacrificing future capabilities in order to fund near-term operations, the strategy to accomplish this balance is failing. Widely criticized as an unsustainable strategy, the FCS program is at the center of the current debate. This SRP explains why FCS, the centerpiece of Army modernization, is placing this strategy at risk. The Army's failure to effectively communicate its strategic goal is a big part of the story. How, then, should the Army improve its communications plan in order to assure full support for FCS? The SRP attempts to answer this question by projecting FCS beyond its performance as an acquisition program and accounting for current sources of resistance to the program. An effective strategic communications plan must counter this resistance in order to effectively support the current plan for Army modernization.

Book excerpt: The Future Combat Systems (FCS) effort employs "leap-ahead" technologies and concepts to provide unprecedented levels of situational understanding and synchronization of effects. The same high level of technical sophistication used to develop Future Combat System (FCS) hardware and software should apply to the development of the soldier-machine interface (SMI). Guidance is needed to ensure that FCS SMI design is a soldier-centered process that accommodates a system-of-systems approach to warfighting; includes all soldiers, mounted and dismounted; and is effective across the full spectrum of warfare. To address this need, the authors first reviewed relevant literature in three domains: contemporary philosophies of design; specific published guidance from military, academic, and industrial sources; and current interface practices for command, control, communications, computer, intelligence, surveillance, and reconnaissance (C4ISR) functions. Based on these reviews, an integrative model was devised to describe the interaction among four sets of variables: operational variables, battlespace, sensory modalities, and echelon. The model indicates that as battlespace complexity increases, so does the bandwidth requirement for human information processing. Despite the tentative nature of the model, it can be used for devising FCS design guidelines. For instance, the model suggests that the auditory modality might provide the common link across echelons. The model also suggests that visual displays might be appropriate to all echelons during planning, when all warfighters have increased time available to process data, but that they would not be appropriate for lower-echelon warfighters during execution phases. The report describes 10 C4ISR interface concepts/products that are either directly or indirectly related to the FCS. (7 tables, 23 figures, 250 refs.).

Currently, the Army does not conduct operational maneuver with mechanized forces using inter- or intra-theater lift because of the limitations of the current force. The weight of our heavy forces limits the ability to attack the enemy throughout the operational depth of the battlespace with ground maneuver forces. As the Army transitions to a Future Combat System (FCS) equipped force, the possibilities for operational maneuver by armored forces can grow exponentially. A lighter force possessing the same lethality of the Army's current heavy force can provide numerous options to support operational maneuver. The purpose of this monograph is to prove the Army can redefine operational maneuver with the FCS and support of the Joint Force. As we look forward on the ability of the FCS to redefine operational maneuver there are examples throughout history which display how major changes in warfare where developed through new and innovative applications of the technology available. The primacy of maneuver over firepower was established at the beginning of World War II. In order for the FCS to redefine operational maneuver the Army must be successful in the Joint Fight. Failure to dominate in this area will prevent the setting of the conditions that allow the FCS a tactical system to have operational and strategic success. The author proposes the formation of a new force known as the Air Ground Expeditionary Force (AGEF) which will provide Combatant Commanders with an air and ground capability for operations in their respective area of operations. This force will establish habitual relationships between AEF's and UA's identified as early deploying units. The AEF provides a strike capability but in order to take full advantage of the rapid deployability of the FCS equipped UA inter-theater assets are required. The failure to form this new force does not prevent the redefining of operational maneuver through execution using intra and inter-theater lift to move a FCS equipped Unit of Action although such a force will provide Combatant Commanders a Joint Force capable of both ground and air operations.
