It assesses e-governance projects in terms of desired project outcomes and analyzes performance from the viewpoints of three key groups – planners, implementers and beneficiaries. It highlights six constructs: extent of planning, comprehensiveness of strategy formulation, effectiveness of strategy implementation, changing situation, stakeholder competence levels and flexibility of processes, which are applied to reveal shortfalls in the existing planning and implementation system for e-governance projects in India. It also identifies a set of significant strategic variables influencing performance based on three independent opinion surveys of stakeholders located across the country, and uses these variables as the basis of strategic gap analyses of some major ongoing agriculture related projects. Furthermore it presents lessons learned from cross-case quantitative and qualitative analyses in the form of a generalized strategic framework for improving performance. Offering an overview of major e-governance projects, it uses several illustrative examples to address the underlying issues and to support the study findings and recommendations. It also presents a novel approach of building strategic alliances across related departments to achieve effective e-governance. The book will be of interest to the practitioners in government as well corporates who are engaged in planning and implementation of e-governance projects spanning across various layers of government. In Indian context, the learning issues are likely to trigger appropriate corrective measures for generating better value from the several flagship projects envisaged under the Digital India Programme. The World Bank Group (WBG) has been a partner in this process, providing both financing and technical assistance to facilitate countries’ digital transformation journeys since the 1980s. The WBG launched the GovTech Initiative in 2019 to support the latest generation of these reforms. Over the past five years, developing countries have increasingly requested WBG support to design even more advanced digital transformation programs. These programs will help to increase government efficiency and improve the access to and the quality of service delivery, provide more government-to-citizen and government-to-business communications, enhance transparency and reduce corruption, improve governance and oversight, and modernize core government operations. The GovTech Initiative appropriately responds to this growing demand. The GovTech Maturity Index (GTMI) measures the key aspects of four GovTech focus areas—supporting core government systems, enhancing service delivery, mainstreaming citizen engagement, and fostering GovTech enablers—and assists advisers and practitioners in the design of new digital transformation projects. Constructed for 198 economies using consistent data sources, the GTMI is the most comprehensive measure of digital transformation in the public sector. Several similar indices and indicators are available in the public domain to measure aspects of digital government—including the United Nations e-Government Development Index, the WBG’s Digital Adoption Index, and the Organisation for Economic Co-operation and Development (OECD) Digital Government Index. These indices, however, do not fully capture the aspects of emphasis in the GovTech approach—the whole-of-government approach and citizen centricity—as key when assessing the use of digital solutions for public sector modernization. The GTMI is not intended to be an assessment of readiness or performance; rather, it is intended to complement the existing tools and diagnostics by providing a baseline and a benchmark for GovTech maturity and by offering insights to those areas that have room for improvement. The GTMI is designed to be used by practitioners, policy makers, and task teams involved in the design of digital transformation strategies and individual projects, as well as by those who seek to understand their own practices and learn from those of others.

The focus of the report this year, in Part 2, is e-government initiatives directed at improving operational efficiency through the integration of back-office functions. Whilst such initiatives, if successful, will deliver benefits to citizens, the primary purpose is to improve the effectiveness of government and governmental agencies. Models of back-office integration, irrespective of the delivery mode, fall into three broad categories: single function integration, cross functional integration, and back-office to front-office integration. The level of complexity, expressed in terms of the number of functions within the scope and number of organizations involved, is the primary factor influencing a successful outcome - with a tendency amongst the more ambitious projects to fail to deliver the full anticipated benefits. The key variables involved in the delivery of back-office integration are the people, processes and technology required. Whilst the technology is increasingly resilient and 'fit for purpose', the evidence indicates that success or failure is less a technological issue and more a people issue - in particular, the ability to change public service cultures and motivate public sectorworkers to new ways of working, address trade union concerns, and provide adequately skilled and competent management

Book excerpt: Over the course of American political history, political elites and organizations have often updated their political communications strategies in order to achieve longstanding political communication goals in more efficient or effective ways. But why do successful innovations occur when they do, and what motivates political actors to make choices about how to innovate their communication tactics? Covering over 300 years of political communication innovations, Ben Epstein shows how this process of change happens and why. To do this, Epstein, following an interdisciplinary approach, proposes a new model called "the political communication cycle" that accounts for the technological, behavioral, and political factors that lead to revolutionary political communication changes over time. These changes (at least the successful ones) have been far from gradual, as long periods of relatively stable political communication activities have been disrupted by brief periods of dramatic and permanent transformation. These transformations are driven by political actors and organizations, and tend to follow predictable patterns. Epstein moves beyond the technological determinism that characterizes communication history scholarship and the medium-specific focus of much political communication work. The book identifies the political communication revolutions that have, in the United States, led to four, relatively stable political communication orders over history: the elite, mass, broadcast, and (the current) information orders. It identifies and tests three phases of each revolutionary cycle, ultimately sketching possible paths for the future. The Only Constant is Change offers readers and scholars a model and vocabulary to compare political communication changes across time and between different types of political organizations. This provides greater understanding of where we are currently in the recurring political communication cycle, and where we might be headed.

It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals.
