Book excerpt: The Japanese electric power industry is undergoing drastic reform since a devastating earthquake struck Japan on March 11, 2011. This disaster triggered a tsunami, which caused major damage to the nuclear power plants in Fukushima and led to the shutdown of all the nuclear power plants in the country. This incident facilitated deregulation of the Japanese electric power industry. Japan's electricity retail market became fully liberalized in 2016 and vertically integrated electric utilities are required to unbundle their organization by 2020 under the law. Furthermore, we are seeing external drivers reshaping this industry that were not concerns decades ago. This ever-evolving environment is pushing Japanese electric utilities to urgently change their traditional business model in order to outpace the competition while maintaining an affordable and reliable supply of electricity. This thesis discusses dynamics that will be shaping this industry in the next few decades by focusing on electric utility companies' perspective. In this regard, I identified drivers impacting the industry and developed a system dynamics model to understand the dynamics. After running simulations to see how those drivers identified would impact the future business of electric utility companies in Japan, it can be concluded that if electric utilities do not respond strategically in today's rapidly evolving business environment, the reserve margin will go below the required level starting in 2025 and they will decline by losing more than half of their existing customers by 2040. And the most effective approach to prevent themselves from taking this path is to focus on creation of new energy technologies and services based on research and development. The conclusion drawn from this thesis requires Japanese electric utilities not only to focus on building a risk-taking and innovative culture in their organization but also to collaborate with their stakeholders as necessary to create a sustainable business environment for the industry as a whole. To achieve this, it is imperative for the management of electric utilities to have a notion of stepping up and driving the industry instead of being driven by their environment.

Book excerpt: Japan consumes a considerable amount of the world's energy, and it occupies an even more important position in the markets for internationally traded energy. Because sufficient domestic fossil-fuel reserves are not economically available to sustain the nation, Japan currently imports: 5.7 million bbl/day (329 million kl in 1994) of petroleum, one-eighth of the total traded internationally 56 billion cubic meters of natural gas annually (43 million tons in liquefied form in 1994), one-fifth of the total natural gas traded internationally (and 65% of the total traded in the form of liquefied natural gas, LNG) 120 million tons of hard coal annually (in 1994), one-quarter of the total amount traded internationally Japan's electric power sector is a major consumer of these natural resources, burning 30 million kl of petroleum, 35 million tons of LNG, and 47 million tons of bituminous coal in 1997. The sector generated more than 300 million MWh of electricity from nuclear power in 1996, equivalent to 74 million tons of crude oil. The Japanese electric utility sector faces conflicting pressures, which will affect international energy markets. On the one hand, the sector is beginning a process of deregulation that will make portfolio choices less subject to what is widely perceived to be strong government guidance on energy choices. On the other hand and in response to the Kyoto Protocol, the Japanese government has indicated its intention to achieve a major part of the required greenhouse gas emission reduction by a significant increase in the amount of nuclear power capacity (25 GWe by 2010). In addition, the significant decline in the growth rate of demand for electricity resulting from the stagnating national economy further complicates the outlook. This paper proceeds in two parts. In the first part, the evolution of the current portfolio of generation facilities is examined. Particular focus is given to the role of the frequently stated policy goal of energy diversification. Although Japanese government policy was an important element in shaping generation facilities, the choices made by Japanese electric utilities are not notably different from those made by electric utilities in other countries. Moreover, diversification of energy sources was as much a result of other policy goals, such as environmental control in urban areas and the development of nuclear power, as an explicit policy of diversifying energy sources. The second part of the paper examines the prospects for further changes in the portfolio of generation facilities over the next decade based on an analysis of current conditions. Forecasts for a significant increase in nuclear power capacity do not appear realistic, and the prospective capacity additions do not appear likely to change the current portfolio mix significantly.

The most powerful earthquake to have hit Japan in recorded history, it produced a devastating tsunami with waves reaching heights of over 130 feet that in turn caused an unprecedented multireactor meltdown at Fukushima Daiichi Nuclear Power Plant. This triple catastrophe claimed almost 20,000 lives, destroyed whole towns, and will ultimately cost hundreds of billions of dollars for reconstruction.In 3.11, Richard Samuels offers the first broad scholarly assessment of the disaster's impact on Japan's government and society. The events of March 2011 occurred after two decades of social and economic malaise—as well as considerable political and administrative dysfunction at both the national and local levels—and resulted in national soul-searching. Political reformers saw in the tragedy cause for hope: an opportunity for Japan to remake itself. Samuels explores Japan's post-earthquake actions in three key sectors: national security, energy policy, and local governance. For some reformers, 3.11 was a warning for Japan to overhaul its priorities and political processes. For others, it was a once-in-a-millennium event; they cautioned that while national policy could be improved, dramatic changes would be counterproductive. Still others declared that the catastrophe demonstrated the need to return to an idealized past and rebuild what has been lost to modernity and globalization.Samuels chronicles the battles among these perspectives and analyzes various attempts to mobilize popular support by political entrepreneurs who repeatedly invoked three powerfully affective themes: leadership, community, and vulnerability. Assessing reformers’ successes and failures as they used the catastrophe to push their particular agendas—and by examining the earthquake and its aftermath alongside prior disasters in Japan, China, and the United States—Samuels outlines Japan’s rhetoric of crisis and shows how it has come to define post-3.11 politics and public policy.
