The analyses for development and validation of various models that explain groundwater system behaviour and performance of rural water supply schemes are undertaken for different geological settings in Maharashtra, as the state represents a microcosm of the various hydrological, topographical, and geohydrological conditions encountered in the country. The final analysis for proposing nation-wide strategies considers the various hydrological, geological, geohydrological, and topographical and climatic settings and groundwater contamination and pollution in the country.

While the alternative scenarios of water demand show both optimistic and pessimistic water futures, the scenario with additional productivity growth is the most optimistic, with significant scope for reducing future water demand.

The supply of water by the municipalities is inadequate. The private vendors come into picture and they put the prices according to the difficulties faced in supplying to the specific locations. Thus prices become variables and are also based on the economic demand-supply mechanism in which the households try to maximise their satisfaction subject to budget and other constraints, while the vendors try to extract as much benefit as possible from the buyers. This paper tries to examine the pricing of household water use in Shillong urban area, India and the impact of various factors including income, house rent, seasonal scarcity of water, capacity of municipal supply, household size on the price-quantity determination. The analysis is made in terms of a simultaneous equation framework and the model is applied to a data collected by stratified random sampling technique across the municipal wards and nonmunicipal segments of greater Shillong urban Agglomeration. The result of three stage least squares reveals significant positive impacts of income, scarcity of water on the demand price while significantly negative impacts of quantity purchased, extent of municipal supply, house rent paid on the demand price. But the household size does not have any significant impact on the demand price though large household is expected to require more water. The supply of water on the other hand is not significantly affected by price, extent of municipal supply and deficiency though the coefficients are in the expected line.

Book excerpt: A common characteristic of water demand in urban areas worldwide is its inexorable rise over many years; continued growth is projected over coming decades. The chief influencing factors are population growth and migration, together with changes in lifestyle, demographic structure and the possible effects of climate change (the detailed implications of climate change are not yet clear, and anyway will depend on global location, but must at least increase the uncertainty in security of supply). This is compounded by rapid development, creeping urbanization and, in some places, rising standards of living. Meeting this increasing demand from existing resources is self-evidently an uphill struggle, particularly in water stressed/scarce regions in the developed and developing world alike. There are typically two potential responses: either "supply-side" (meeting demand with new resources) or "demand-side" (managing consumptive demand itself to postpone or avoid the need to develop new resources). There is considerable pressure from the general public, regulatory agencies, and some governments to minimise the impacts of new supply projects (e.g. building new reservoirs or inter-regional transfer schemes), implying the emphasis should be shifted towards managing water demand by best utilising the water that is already available. I began that paper by pointing to the growing importance of demand-side considerations in water resources: "The provision of potable water is one of government's oldest functions with evidence of this activity stretching back thousands of years. During much of that time, water demands were taken as exogenously given and the principle task of authorities was defined as an engineering one: how to supply a given quantity of water at least cost. In recent years, however, concerns have arisen from observations of excessive water use, degraded water quality and continued inadequate service for many, especially the very poor. As a result of these and other concerns, there is a growing effort to view water resource allocation from a perspective that incorporates consumers' preferences along with supply constraints into management plans. " (Renzetti, 2000, p. 123). The purpose of this volume is to examine, in greater detail than was possible in that article, what is known regarding the economic characteristics of the demand for water. Thus, this book is meant to be an extended critical review of the state of the art.
