Book excerpt: The purpose of the paper is to extend Edith Penrose's theory of the growth of the firm to account for inter-firm and regional growth dynamics. To explain the growth of the firm, Penrose developed a resource creation perspective based on a dynamic between productive capabilities and market opportunities. She was not the first to call attention to a resource creation process. As Brian Loasby (this issue) has demonstrated, both Penrose's resource creation and the resource co-ordination perspective of conventional microeconomics can be traced to Adam Smith's published in 1776. As the title of the classic text suggests, Smith was concerned with wealth creation. Loasby and George Richardson (this issue) make strong arguments that the two perspectives can be integrated. They may be right but it will require a substantial rethink of the relations between the firm and the market in ways which give integrity to industrial organisation and regional growth dynamics. In either case, Penrose's growth dynamics is a concept rich with implications for economic analysis that have yet to be drawn out.

Book excerpt: Today, India still remains a rural agricultural country although the share of urban population has also increased but these figures do not tell the whole story. There are evidences that urban growth is dispersed and urban sprawl promotes the spread of urban land use into the rural-urban fringe. Here the attempt is to investigate the land transformation and the driving forces which were influencing the land transformation. The present study was done on peri urban interface of Aligarh city, a relatively small city, but as other north Indian cities, it is also expanding rapidly. Moreover, it too is surrounded by a populous rural area with productive and rich agricultural hinterland. Such conditions give rise to many conflicts and mutually beneficial complementarities in the rural and urban spheres. The result shows that the demand for land is high which results in informal urban development fulfilling the requirements of many of the city’s residents. Every piece of land is a tradable commodity, and the pursuit of short-term profits is the predominant ethic. The actors in PUI are strong because it is characterized by intermixing of rural and urban activities and interests as well as the number of actors are greater than in any other area. .

This book also discusses in detail regions as the dynamic characteristics of the economy or the basic characteristics of a certain place and examines the theory of regional evolution. It argues that regions are evolution and irreversible features of development with path dependence, which are the characteristics of a region that differ from general economic phenomena. This book by Professor Zheng Wang is outstanding. Its focus on Regional Science will open this area up to a wide variety of theoretical and applied researchers. I recommend the work without reservations. It covers critically important principles in the field and should be read and used by students, faculty and applied researchers doing policy analysis. Book excerpt: In Strategic Coupling, Henry Wai-chung Yeung examines economic development and state-firm relations in East Asia, focusing in particular on South Korea, Taiwan, and Singapore. As a result of the massive changes of the last twenty-five years, new explanations must be found for the economic success and industrial transformation in the region. State-assisted startups and incubator firms in East Asia have become major players in the manufacture of products with a global reach: Taiwan’s Hon Hai Precision has assembled more than 500 million iPhones, for instance, and South Korea’s Samsung provides the iPhone’s semiconductor chips and retina displays. Drawing on extensive interviews with top executives and senior government officials, Yeung argues that since the late 1980s, many East Asian firms have outgrown their home states, and are no longer dependent on state support; as a result the developmental state has lost much of its capacity to steer and direct industrialization. We cannot read the performance of national firms as a direct outcome of state action. Yeung calls for a thorough renovation of the still-dominant view that states are the primary engine of industrial transformation. He stresses action by national firms and traces various global production networks to incorporate both firm-specific activities and the international political economy. He identifies two sets of dynamics in these national-global articulations known as strategic coupling: coevolution in the confluence of state, firm, and global production networks, and the various strategies pursued by East Asian firms to attain competitive positions in the global marketplace.
