Book excerpt: ECOWAS and the Dynamics of Conflict and Peace-building testifies to the fact that we cannot talk of West African affairs, more so of conflict and peace-building, without talking about ECOWAS. For over two decades now, West Africa has remained one of Africa's most conflict-ridden regions. It has been a theatre of some of the most atrocious brutalities in the modern world. It has, nonetheless, witnessed one of the most ambitious internal efforts towards finding regional solutions to conflicts through ECOWAS. The lead role of ECOMOG - the ECOWAS peacekeeping force - in search of peaceful solutions to civil wars in Liberia, Sierra Leone, Guinea Bissau and Cote d'Ivoire has yielded a mix of successes and failures. In this book, the authors take a candid look at the role that ECOWAS has played and show how the sub-regional organisation has stabilised and created new conditions conducive to nation building in a number of cases. Conversely, the book shows that ECOWAS has aggravated, if not created, new tensions in yet other cases. The comparative advantage that ECOWAS has derived from these experiences is reflected in the various mechanisms, protocols and conventions that are now in place to ensure a more comprehensive conflict prevention framework. This book provides a nuanced analysis of the above issues and other dynamics of conflicts in the region. It also interrogates the roles played by ECOWAS and various other actors in the context of the complex interplay between natural resource governance, corruption, demography and the youth bulge, gender and the conflicting interests of national, regional and international players.

Book excerpt: The authors assert that sovereignty can no longer be seen as a protection against interference, but as a charge of responsibility where the state is accountable to both domestic and external constituencies. In internal conflicts in Africa, sovereign states have often failed to take responsibility for their own citizens' welfare and for the humanitarian consequences of conflict, leaving the victims with no assistance. This book shows how that responsibility can be exercised by states over their own population, and by other states in assistance to their fellow sovereigns. Sovereignty as Responsibility presents a framework that should guide both national governments and the international community in discharging their respective responsibilities. Broad principles are developed by examining identity as a potential source of conflict, governance as a matter of managing conflict, and economics as a policy field for deterring conflict. Considering conflict management, political stability, economic development, and social welfare as functions of governance, the authors develop strategies, guidelines, and roles for its responsible exercise. Some African governments, such as South Africa in the 1990s and Ghana since 1980, have demonstrated impressive gains against these standards, while others, such as Rwanda, Somalia, Liberia, Nigeria, and Sudan, have failed. Opportunities for making sovereignty more responsible and improving the management of conflicts are examined at the regional and international levels. The lessons from the mixed successes of regional conflict management actions, such as the West African intervention in Liberia, the East African mediation in Sudan, and international efforts to urge talks to end the conflict in Angola, indicate friends and neighbors outside the state in conflict have important roles to play in increasing sovereign responsibility. Civil Conflict has wiped out the achievements of decades of economic and social development. In case of Liberia which is the main objective of this study, the 25 years civil conflict not only wiped out the achievements of decades of economic and social development, but destroyed thousands of lives, the physical assets of the country, and disrupted trade links which devastated the fabrics of the Liberian society. The Liberian violent conflict leaves a legacy of militarized, guerilla warfare leadership culture, divided societies, widespread displacement, and decimated institutional capacity. For many Liberians, dealing with devastation of war is a bitter experience that will never be forgotten. The present Liberian political context is extremely imperative in any transition from post-conflict situation to a more stable and secured environment that will facilitate the national reconciliation of farmer political adversaries and combatants, and lead to a more stable and secured environment that will enable refugees to return to their homes areas and permit the commencement of urgent rehabilitation effort such as the rebuilding of the administrative infrastructure of the country, such as the core ministeries', legal system, especially the courts, and the opening and operation of ports, air ports, harbors, telecommunication facilities, and electricity. For these urgent post-conflict rehabilitation actions to take place however, it was necessary for an elected government to be in place with the clear mandate to govern especially where as in Liberia, the conflict originated from a struggle for political power between contending ethnic groups and their armed supporters. This scenario has not been a reality for the Liberian people. The greatest challenge to the Liberian people, however, is the post-civil conflict reconstruction, rehabilitation, and recovery, indeed for countries emerging from prolong violent conflict. This study will be focusing on new system which will require the United States, the International Community, The European Union, The EEC, and other Non-Governmental Organizations, social, political, and economic cohesion as a pre-condition for reconstruction, rehabilitation, reconciliation, and recovery. Rebel groups are more likely to protect civilians and remain unified when rebel leaders can offer cash payments and credible future rewards to their top commanders. The leader's ability to offer incentives that allow local security to prevail depends on partnerships with external actors, such as diaspora communities and foreign governments. This book formalizes this theory and tests the implications through an in-depth look at the rebel groups involved in Liberia's civil war. The book also analyzes a micro-level dataset of crop area during Liberia's war, derived through remote sensing, and an original cross-national dataset of rebel groups.
