Book excerpt: Regionalization in general and regional integration in particular have taken place at a growing pace since the end of the Cold War, when states were set free from various security overlays. Regional integration is ’logical’ as it is supposed to advance wealth and peace. Still, the picture is far from clear and the process of regional integration is not automatic; disintegration takes place, as we saw in the cases of the Soviet Union, Yugoslavia and Czechoslovakia to mention a few. This is the case not only in states recently brought together but also in traditional states like Britain, The Netherlands and Spain where strong groups strive for independence. In some places regionalization is flourishing, but regional integration is not. Some regional integration projects like the North American Free Trade Agreement and Mercosur seem to stagnate. Certainly there are limits to regional integration. This comprehensive volume, written by high profiled academics, covers these themes by examining eleven cases ranging from the lack of integration in the Arctic and the Middle East, to ongoing or progressing integration in Europe to uncover what ’blocks’ regional integration, the results of which are used for developing new theoretical insights.

It is not a new phenomenon, however, and this 1999 book presents an analysis of integration across time, and across regions. Walter Mattli examines projects in nineteenth- and twentieth-century Europe, but also in Latin America, North America and Asia since the 1950s. Using the tools of political economy, he considers why some integration schemes have succeeded while many others have failed; what forces drive the process of integration; and under what circumstances outside countries seek to join. Unlike traditional political science approaches, the book stresses the importance of market forces in determining the outcome of integration; but unlike purely economic analyses, it also highlights the impact of institutional factors. The book will provide students of political science, economics, and European studies with a framework for the study of international cooperation.

The review is structured along a political economy framework and proceeds in three steps. After analyzing the development of regional integration agreements (RIAs) from a historical perspective, I first discuss regional integration as a consequence of the decision-making calculus of office-motivated political leaders who find themselves under pressure from different societal groups interested in promoting or hindering regional integration. These pressures are conveyed, constrained, and calibrated by domestic institutions, which provide an important context for policy making, and in particular for the choice to enter RIAs. The analysis also highlights the importance of international pressures for regional integration. Second, I summarize the determinants and consequences of variations in regional institutional design. Third, I analyze the normative and strategic consequences of regional integration. The article concludes by outlining opportunities for future research, with emphasis on the domestic politics of regional integration, the causes and consequences of institutional design beyond trade agreements, and the consequences of the increasing number of often overlapping regional agreements.

Book excerpt: Deepening and enlarging regional integration blocs is high on the political agenda, as can be seen most notably in the last decade of the European in tegration process. The effects of this process have been studied extensively. But, until recently, these studies have been limited to the theoretical anal ysis of static effects of regional integration. The revival of growth theory has, however, in principle provided a set of models and tools which allow to investigate the dynamic effects of regional integration. At the same time, the "new regional economics" (or economic geography) literature allowing to focus on the special features of regional integration and integration blocs has emerged. The aim of this study is to merge endogenous growth approaches with "new regional economics" models in order to investigate various aspects of the long-run effects of regional integration in a dynamic general equilibrium framework. It is needless to say that such an analysis can cover only selected issues and leaves others aside. It is the purpose of the present study, how ever, to look at both types of regional integration: the dynamic effects of a deepening of the integration process as well as of an enlargement of the integration bloc. This is done on the basis of an investigation of empirical regularities of regional developments in an integration bloc (mainly in the European Union).
