This derivation is based on the fast gyromotion ordering appropriate to a magnetized plasma, and the condition of compatibility with the non-relativistic limit of a Lorentz-covariant formulation. For consistency in the analysis, the contribution from the gyroviscous components of the stress tensor must be included.
