Aggressively pursuing a program of emissions abatement or mitigation will show results over a timescale of many decades. How do we actively remove carbon dioxide from the atmosphere to make a bigger difference more quickly? As one of a two-book report, this volume of Climate Intervention discusses CDR, the carbon dioxide removal of greenhouse gas emissions from the atmosphere and sequestration of it in perpetuity. Climate Intervention: Carbon Dioxide Removal and Reliable Sequestration introduces possible CDR approaches and then discusses them in depth. Land management practices, such as low-till agriculture, reforestation and afforestation, ocean iron fertilization, and land-and-ocean-based accelerated weathering, could amplify the rates of processes that are already occurring as part of the natural carbon cycle. Other CDR approaches, such as bioenergy with carbon capture and sequestration, direct air capture and sequestration, and traditional carbon capture and sequestration, seek to capture CO2 from the atmosphere and dispose of it by pumping it underground at high pressure. This book looks at the pros and cons of these options and estimates possible rates of removal and total amounts that might be removed via these methods. With whatever portfolio of technologies the transition is achieved, eliminating the carbon dioxide emissions from the global energy and transportation systems will pose an enormous technical, economic, and social challenge that will likely take decades of concerted effort to achieve. Subsequently, Kluwer Academic Publishers, evaluated an edited volume proposal package, and final revisions were made prior to submitting the entire manuscript for publication. Scientific knowledge can and will reduce the present significant uncertainty sur rounding our understanding of the causes, effects, and potential impacts of increasing atmospheric CO2• We have come far during the past seven years in resolving some underlyinig doubts and in narrowing the ranges of disagreement. Basic concepts have become less murky. Yet, much more must be accomplished; more irreducible and stubborn facts are needed to reduce the uncertainties so that we can improve our knowledge base. Uncertainty can never be reduced to zero. However, with a much improved knowledge base, we will be able to learn, under stand, and be in a position to make decisions.

Book excerpt: The process of economic development is characterized by substantial reallocations of resources across sectors. In this paper, we construct a multi-sector model in which there are barriers to the movement of labor from low-productivity traditional agriculture to modern sectors. With the barrier in place, we show that improvements in productivity in modern sectors (including agriculture) or reductions in transportation costs may lead to a rise in agricultural employment and through terms-oftrade effects may harm subsistence farmers if the traditional subsistence sector is larger than a critical level. This suggests that policy advice based on the earlier literature needs to be revised. Reducing barriers to mobility (through reductions in the cost of skill acquisition and institutional changes) and improving the productivity of subsistence farmers needs to precede policies designed to increase the productivity of modern sectors or decrease transportation costs.

This high level of fertilizer applications is essential to supply the necessary food for increasing populations and to meet higher demands for animal and plant products. Effects of fertilizer use on the environment should show first in countries where fertilizers have been used intensively for some time and where consumption is steadily rising. It is the experience gained in such countries which is being discussed below with a view to assessing the impact of fertilizers on the human environment, including the development of methods for recognizing and minimizing any undersirable consequences which may be produced. It should be realized that high densities of human population combined with intensive crop and livestock production have led to the production of organic wastes at a rate too high for natural processes to convert it in ecologically safe compounds. Therefore both direct and indirect effects of intensive fertilizer use have been reviewed.
