While the program was to consider a variety of materials, the predominant focus was on Aluminized Type 2 corrugated steel pipe (CSP) and its performance versus galvanized CSP. This report is divided into two main sections-field investigation and literature review. The field investigation presents the results of a field evaluation of 32 pipes and their performance relative to that reported in FHWA-FLP-91-006, Durability of Special Coatings for Corrugated Steel Pipe. The present report also includes a review of previous research areas to evaluate conclusions and the utility of existing culvert life prediction methods. The literature review presents a discussion of the various factors affecting culvert durability and its prediction.

Book excerpt: Generally accepted methods for the structural design of pipe culverts require determination of the magnitude and distribution of loading and selection of a readily available rigid (concrete) or flexible (corrugated metal) culvert compatible with the loading. Although the Marston-Spangler and the more recently developed ring compression theories are currently being used extensively as a basis for designing buried conduits, a great deal of engineering judgment is involved in applying these load determination procedures, particularly in the case of rigid culverts. In addition, durability and handling problems, which are frequently critical in the case of flexible culverts, require the exercise of considerable engineering judgment. One of the major uncertainties faced by the present-day designer is associated with the appropriate consideration of construction practices. This problem, together with the difficulty of specifying a generally acceptable failure criterion, makes the selection of a suitable safety factor extremely complicated.

Both revealed myriad factors affecting culvert durability. The literature review considered more than 140 research papers on or relating to the topic of culvert durability. Of these papers, roughly 60 were considered further and are included in an annotated bibliography. Many references are made in the report to past research efforts and conclusions from these papers. Summaries of these conclusions include laboratory and field research on various culvert materials and durability methods. These summaries are included to help in both the selection of pipe material and in the use of durability prediction methods. Those papers presenting field data similar to that used in the present study (including pit depth, age, and original thickness) were consolidated into a database of information on more than 240 galvanized culverts. The focus of field studies conducted during this investigation centered on the performance of Aluminized Type 2 culverts. Of the 32 culverts inspected during this investigation, 21 culverts were part of a previous Federal Highway Administration study. These culverts were located in Alabama and Oregon. Eight culverts at five sites in Maine were added with the expansion of these field studies. In situ field measurements of pH and resistivity were taken at each culvert. The abrasive situation at each culvert was characterized, including slope, flow velocity, and abrasive material. Each culvert was photo-documented and many were videotaped for future reference. Coupon samples were taken at each location for pit-depth analysis. Soil samples were removed for laboratory resistivity measurements. Conclusions from past research, the database, and present field studies have been used to evaluate current durability prediction methods. Advantages and disadvantages of various culvert materials are discussed, with correlations drawn from the literature review and field studies.

Relatively few such tests have been performed on pipe larger than 72 inches in diameter. Tests on 84-inch reinforced- concrete pipe indicate that some type of reinforcement is needed to prevent a shear failure in the larger sizes of pipe if the full strength of the pipe is to be developed. Book excerpt: Drainage infrastructure systems (culvert, storm sewer, outfall and related drainage elements) are mostly buried underground and are in need of special attention in terms of proactive/preventive asset management strategy. Drainage infrastructure systems represent an integral portion of roadway assets that routinely require inspection, maintenance, repair and renewal. Further challenges are the wide geospatial distribution of these infrastructure assets and environmental exposure. There has been considerable research conducted on culverts, but mostly looked at the problem from a traditional structural/geotechnical perspective. Asset management procedures for culverts and drainage infrastructure systems are complex issues, and can benefit a great deal from an optimal asset management program that draws from programs pertaining to buried pipes. The first and most important step in an asset management initiative is the establishment of mechanism for asset inventory and asset conditions in a format compatible with the routine procedures of field operators and inspectors. The first objective of this research project was to develop field protocols and operational business rules for inventory data collection and management and inspection of drainage infrastructures in terms of types of data to be collected, frequency of inspection, and analysis and reporting mechanisms. After review of these protocols by the project oversight committee, a pilot study was conducted to verify efficiency of their implementation. The condition assessment protocol introduced is useful in evaluating the overall condition of culverts and can be used for decision making regarding the repair, renewal or replacement of culverts. For the second objective of this project, investigators examined the inventory and inspection protocols employed by Ohio Department of Transportation (ODOT) and developed a decision support platform, which establishes a link between the inspection results and appropriate repair, renewal and replacement procedures. After applying the recommended procedures, the transportation agencies can better track the conditions of culverts thereby reducing the risks of culvert failures.
