Ce droit nouveau, intégré à la Déclaration universelle des droits de l'homme dans son article 26, se trouve ainsi mis au même niveau que tous les autres droits garantissant l'égalité entre personnes et le plein exercice des libertés publiques et individuelles. La première phrase de cet article pose donc sans ambigüité le principe universel que "toute personne à droit à l'éducation". Ce droit individuel implique des engagements, des devoirs collectifs (aux niveaux familial, communautaire, national et international). Il revêt un caractère multidimensionnel, à travers ses aspects historiques, politiques, juridiques, économiques, démographiques, culturels, linguistiques, pédagogiques, philosophiques ou encore éthiques. Cet ouvrage ne saurait avoir la prétention de les aborder tous. Combinant réflexions théoriques et approches empiriques, il interroge l'universalité du droit à l'éducation, à travers des regards croisés sur des situations renvoyant à des contextes très différents (France, Mexique, Haïti, Viêtnam, Maroc, Côte d'Ivoire, Bénin, Burkina Faso, Togo, Ghana, Madagascar). Riche d'une quinzaine de contributions, complétées par une postface, l'ouvrage aborde ces questions en trois temps : d'abord, en interrogeant le concept même de droit à l'éducation, ensuite, à travers des analyses de l'effectivité du droit à l'éducation dans divers pays du "Sud", enfin, en questionnant les types de mesures qui en sont faits. Book excerpt: Worldwide, more parents are opting for immersion pre-schooling for their children in order to benefit from its linguistic, educational, and cultural benefits. This immersion can be either bilingual or monolingual, aimed at early second language learning, or at language maintenance – offering minority language children mother-tongue support and enrichment. This book examines some of the key issues and policy concerns relating to immersion education in the early years. The term itself can be difficult in some political contexts, as can the differing outcomes noted by studies comparing monolingual programmes, and bilingual programmes for minority language children. The importance of training in immersion methodology for educators is discussed, as is the need to adapt preschool pedagogical practices to the immersion context, in order to provide optimal input for young language learners. One of the most pressing discussions surrounds differentiated provision – ensuring that the varying needs of children with language impairment, typical second language learners, and mother-tongue speakers with significant socioeconomic or linguistic disadvantages are all met. Overall, the book explores the challenges currently facing the sector, particularly with regard to training and professional development for practitioners, and the provision of appropriate materials in less widely used languages. Given the documented benefit of high quality immersion pre-schooling, this book fulfils an urgent need to increase the recognition of the sector. This fact is all the more striking since this people suffered a deportation and dispersion, and it does not possess its own territory, nor does it have a government of its own. Acadians therefore have continually had to face the issue of autonomy in all its varied forms. The central issue addressed by this book is an inquiry into the nature of the process which has maintained the unique Acadian minority in existence right up to the present day. This study differs from other multidisciplinary analyses of this community principally because it studies the historical continuity of the dynamic of autonomy that has evolved since the beginning of Acadia. The research for this complete chronological framework encompasses a number of intersecting disciplinary approaches at the historical, political, socio-cultural and existential levels. These differing perspectives are harmonized by their common objective of defining the process of autonomization, and the counter-process of heteronomization, which lie at the heart of each of the periods studied. These approaches allow critical openings between the framework of social history, power relationships and the fundamental aspirations of the minority.

Book excerpt: Migrants in irregular situations are confronted with dangerous circumstances during their journeys toward Western countries and upon their arrival in those countries of destination. While continuously disputed by social and political forces, migrants and their children continue to live an isolated life in our communities, facing discrimination, abuse, and labour exploitation. Courts and tribunals in our societies try to make sense of this human mobility by sorting out basic human rights and economic privileges in a way which is too revolutionary for conservative parties and too slow and unfair for human rights activists. This book focuses on the issue of human rights protection of migrants in irregular situations. The concept of protection does not refer to a humanitarian definition of aid and intervention on behalf of the victims of migration. Protection here means official recognition by the State and by the law of migrants in irregular situations. It also means recognition of the human rights of migrants, recognition of the migrant as a political actor, and from there, political inclusion and politicization of the migrant. Discussions in international forums are dominated by Westphalian visions of the world, and no change can be envisioned in the near future with this kind of discourse. In a highly individualized and fragmented world, an undocumented migrants destiny is instead decided on a case-by-case basis in our national courts, and today the most effort is put into advocacy and legal representation. How successful the rights claims are today, what the political context of their development is, and how social and political actors position themselves in regards to irregular migration are points discussed in this book. La perspective adoptée dans ce livre est de voir comment les apports intergénérationnels se modifient, comment la légitimité des aînés peut être rediscutée et comment les jeunes tentent d'échapper aux difficultés et aux contraintes. Ce regard a conduit les auteurs à trouver de nouveaux lieux pour observer les jeunes mais aussi des espaces communs aux différentes générations. Dans cet ouvrage, ils mettent en avant les continuités et les discontinuités des lieux de conflits et de négociations, ainsi que les stratégies de coopération qui marquent les rapports entre les générations. Pour cela, ils rendent compte des dynamiques intergénérationnelles, tant à l'échelle macro (société civile) qu'à l'échelle micro (espaces privés, tranches de vie), et croisent divers thèmes dans une optique pluridisciplinaire.
