Upon each of these questions a Blue Book has been published. The controversies, which raged for some time simultaneously, are thus kept separate, though their separa tion in the parliamentary documents does not so completely isolate them from each other, as not to render a com 'son valuable for the purpose of i ustrating the characters of the parties and the real objects they had in view. We prepose to take up the Central American question first, both because it arose considerably earlier than the other, and because the lat ter will be dealt with more naturally in connection with the concluding por tion of the present paper.
