Book excerpt: Patriots, Royalists, and Terrorists in the West Indies examines the complex revolutionary struggle in Martinique and Guadeloupe from 1789 to 1802. The arrival of tricolour cockades – badges showing support for the French Revolution – and news from Paris in 1789 undermined the royal governors’ authority, unleashed bitter conflict between white factions, and encouraged the aspirations of free people of colour to equality and black slaves to freedom. This book provides a detailed narrative of the shifting political developments, and analyses the roles of planter resentment of metropolitan control, social and racial tensions, and the ambiguity of revolutionary principles in a colonial setting. Recent scholarship has tended to over-emphasize the colonies’ agency, and to accentuate the conflict between masters and slaves, while downplaying metropolitan influences. In contrast, this study seeks to restore the importance of destabilizing political struggles between white factions. It argues that metropolitan news, ideas, language, and political culture – the "revolutionary script" from France – played a key role in shaping the revolution in the colonies.

Book excerpt: Democracy is perhaps the defining characteristic of modern Western society, but even as late as the nineteenth century it was often viewed with suspicion by many who saw it as akin to anarchy and mob rule. It was not until the French and American revolutions of the eighteenth century that electoral democracy began to gain momentum as a serious force, which was eventually to shape political discourse on a broad, international scale. Taking as its focus the French Revolution, this book explores how the experience in France influenced the emergence of electoral democracy, arguing - contrary to recent revisionist studies - that it was indeed the progenitor of modern representative democracy. Rejecting the revisionist semiotic approach to political culture; it instead adopts a definition emphasizing the shared values that govern political behavior, arguing that the Revolution's essential contribution to modern political culture is its concept of citizenship, embracing widespread political participation. In a broader sense, the book studies the grass-roots democracy, focusing on participation in the primary and secondary electoral assemblies. It is primarily concerned with electoral behavior and practices: how can we explain the electoral process and its results? It analyzes electoral procedures and practices, and voter turnout, based on extensive quantitative data. While focused on political history, this work also examines political sociology, giving careful attention to the occupational composition of elected officials. While acknowledging the democratic shortcomings of the French Revolution (the absence of political parties, electoral campaigns, and declared candidates), the book’s comprehensive study of revolutionary elections concludes that, together with its American counterpart, the French Revolution did indeed give birth to modern electoral democracy. Book excerpt: The insurrection of 31 May-2 June 1793 that overthrew the Girondins and brought the Montagnards to power was a decisive event in the history of the French Revolution. Morris Slavin's study is the first that discusses the background, the mechanisms, and the immediate results of the uprising, as well as the hidden forces that produced it and the contradictions that were inherent in it from the beginning. Slavin's approach to the controversy between the Gironde and the Mountain is from below (d'en bas), from the vantage point of the sections of Paris and their extralegal assembly, the Eveche assembly, and its Comite des Neuf. He shows how and why the Montagnards used the insurrectionary organs created by the sans-culottes for their own purposes, and how the Montagnards won them over against their Girondin enemies by granting the sans-culottes economic concessions, at the same time disarming them politically. This revelation of the profound differences between the sans-culottes and the Montagnards on the goals of the insurrection is a major contribution to understanding French revolutionary behavior. Slavin finds that the rank and file in the pro-Girondin sections were just as self-sacrificing and just as patriotic as the followers of the Mountain. The dispute between the Girondins and the Montagnards was an intraclass contest, not a class struggle.

Mangourit tapped into a wide range of support for the French Revolution and its implications for South Carolina, drawing support for his cause from well-off planters and disenfranchised groups of backcountrymen, slaves, and women..In the end he was recalled before the invasion projects could be carried out. French and American republicanism quickly diverged, and the French lost their best opportunity to reclaim their empire in North America. Aldersons study shows that the tension between republicanism and self-interest could be resolved at the local level, but republicanism could not be the only basis for national relations.
