Book excerpt: DTIC has conducted an experiment that utilizes the free text inversion technique to retrieve records from the Technical Reports data base. It was felt that free text inversion as a form of retrieval would be beneficial in supporting DTIC's revitalized role in the transfer of technical information. The intent of this project was to determine if the free text inversion technique could be implemented on the DROLS on-line system without severely impacting the on-line system's storage capacity and to determine whether the added capability could improve upon or replace the present practice of using open-ended/identifier indexing terminology. Based on the results of the experiment, it was determined that searching of DTIC's Technical Reports data base is a viable retrieval technique that will provide searchers with an additional enhancement that can be used to augment DTIC's present retrieval methods. However, evidence that will support the use of free text in lieu of the use of identifiers and open-ended terminology remains inconclusive. Additional data collected in a 'live environment' will have to be analyzed before a conclusion can be made concerning the use of open-ended terminology.

Book excerpt: This study examined the Defense Technical Information Center (DTIC) non-print collection to determine its composition and potential preservation issues. It determined how DTIC policies and practices affect long-term access, and recommended a course of action for future collection access. The non-print collection has very different requirements than DTIC's traditional technical reports collection. Text objects (technical reports) do not require the individualized attention and resources of the non-print collection. This study presents short- and long-term recommendations for balancing customers' need for long-term access with DTIC's need to make the most of finite resources. Rather than continuing to support all contributions equally regardless of long-term value, it suggests that DTIC develop a plan to emphasize those digital objects already in its collection and that merit long-term accessibility, and concentrate on development of a future collection that is preservation-ready. By guiding the development of a future collection, DTIC will continue to provide useful content and services to its customers. (5 tables, 24 refs.).

Book excerpt: PRIOR TO 1981 THE Defense Technical Information Center (DTIC) used manual processes inhouse for technical report collection, acquisition, duplicate checking, cataloging, and reference procedures. These procedures were accomplished through DTIC's card catalog, which referenced a little over one million technical reports, and hypothetically paralleled the same records stored in the DTIC Technical Report Database. The card catalog's primary justification was to serve as backup to the database. But in practice it was the principal source of inhouse reference to the Technical Report collection. This report explains the reasons for automating duplicate checking to make online use of the database, and shows how the manual processes both affected the effort and were affected by it.
