Book excerpt: The Joint Convention on the Safety of Spent Fuel Management and on the Safety of Radioactive Waste Management, the first legal instrument to directly address these issues on a global scale, was opened for signature on 29 September 1997. It entered into force on 18 June 2001. The Joint Convention applies to spent fuel and radioactive waste resulting from civilian nuclear reactors and applications and to spent fuel and radioactive waste from military or defence programmes if and when such materials are transferred permanently to and managed within exclusively civilian programmes, or when declared as spent fuel or radioactive waste for the purpose of the Convention by the Contracting Party. The Convention also applies to planned and controlled releases into the environment of liquid or gaseous radioactive materials from regulated nuclear facilities. The Convention calls for review meetings of Contracting Parties. Each Contracting Party is required to submit a national report to each review meeting that addresses measures taken to implement each of the obligations of the Convention.

Book excerpt: Sweden is at the forefront among countries developing plans for a deep geological repository of highly radioactive waste. There is no such repository in operation yet worldwide, but Sweden, Finland and France are approaching the licensing stage. At the request of the Swedish government, the NEA organised an international peer review of the post-closure radiological safety case produced by the Swedish Nuclear Fuel and Waste Management Company (SKB) in support of the application for a general licence to construct and operate a spent nuclear fuel geological repository in the municipality of Östhammar. The purpose of the review was to help the Swedish government, the public and relevant organisations by providing an international reference regarding the maturity of SKB's spent fuel disposal programme vis-à-vis best practices in longterm disposal safety and radiological protection. The International Review Team (IRT) consisted of ten international specialists, who were free of conflict of interest with the SKB and brought complementary expertise to the review. This report provides the background and findings of the international peer review. The review's findings are presented at several levels of detail in order to be accessible to both specialist and nonspecialist readers.

These results make a case for increasing investments in human resources and institutional capacities. It presents information on compact instruments with high neutron yield to be used for neutron activation analysis (NAA) and prompt gamma neutron activation analysis in combination with high count rate spectrometers. Traditional NGs have been shown to be effective for applications including borehole logging, homeland security, nuclear medicine and the on-line analysis of aluminium, coal and cement. Pulsed fast thermal neutron analysis, as well as tagged and timed neutron analysis, are additional techniques which can be applied using NG. Furthermore, NG can effectively be used for elemental analysis and is also effective for analysis of hidden materials by neutron radiography. Useful guidelines for developing NG based research laboratories are also provided in this publication.
