Book excerpt: This guide explores the climate-smart intensification of upland and lowland crop production systems in the dry-zone of Sri Lanka and provides technical guidance to achieve the productive objectives of selected strategic crops (as deemed relevant by the Government of Sri Lanka). The first edition focuses on maize and groundnut upland production systems and on rice lowland production. It provides a quick reference for information on crop production and soil management, including crop varieties, nutritional requirements and field equipment. As climate change will result in wider and more severe occurrences of plant pests, the guide relies on integrated pest management practices adapted to climate change. Optimizing the production of these crops calls for the diversification of crop systems using intercrops and cover crops. Additionally, sustainable mechanization is regarded as an essential agricultural production input to optimize labour and land productivity for the sustainable and profitable development of the agriculture sector. Therefore, the guide describes the innovative equipment needed for the sustainable optimization of crop production. To ensure coherent guidance and advice on sustainable farming practices, inputs and technologies, the guide has been developed in cooperation with all stakeholders working in the agriculture sector of Sri Lanka.

Book excerpt: Global water demand is likely to grow in the next 20 to 30 years due to agriculture intensification, population growth, urbanization, and climate change. In Sri Lanka, one-third of the rural population depends on agriculture. Rice is the national staple food which is cultivated twice a year on more than half a million hectares of land under a range of physical and environmental conditions. Despite being self-sufficient in rice production, Sri Lanka has low levels of water productivity and water use efficiency in paddies. Furthermore, its water and food security is extremely vulnerable to climate change. The Food and Agriculture Organization of the United Nations (FAO) has been active to increase the understanding of the status of water use efficiency and water productivity in Sri Lanka through the project “Efficient Agricultural Water Use and Management Enhancement in Paddy Fields”, funded by the Japanese Ministry of Agriculture, Forestry and Fisheries (MAFF). The project objective is to identify limits and potentials of paddy rice production at national level. The project findings presented in this report are a basis for assisting the country with the evaluation of the status of water use efficiency and water productivity of paddy fields, providing technical and policy support to enhance water resources management in Sri Lanka.

Book excerpt: Increased incidences of drought and water scarcity due to climate change is an important challenge facing Sri Lanka’s agricultural sector. Identifying farm practices that can reduce its adverse impacts on agricultural production and farmers’ livelihoods is a key policy objective in Sri Lanka. This paper makes use of household survey data collected in Anurādhapura District to evaluate the impacts of 11 drought adaptation practices adopted by farmers in the district. The impacts of the practices are estimated simultaneously along two dimensions: 1) impact on sensitivity to water stress (measured in terms of the probability of experiencing crop loss due to wilting) and 2) impact on household livelihood (measured in terms of total value of crops harvested and total gross household income). After accounting for a wide range of confounding factors, five practices are found to be associated with a reduced sensitivity to water stress. However, only two of these are simultaneously associated with a higher gross value of crops harvested, while none is associated with significant differences in household income relative to non-adopters. The reasons for this vary by practice, but are linked to opportunity costs of household labour and market weaknesses for crops other than rice. Making climate adaptation practices profitable is a key challenge faced by policy-makers and will require a holistic research and extension approach that is bundled with complementary support to market institutions, such as appropriate mechanization services, value chain support for other field crops and input supply systems.

However, the bigger question of national importance is what Sri Lanka’s climate will look like in 50 or 100 years and how prepared the country is to face such changes. This report reviews the status of climate change (CC) research/activities in Sri Lanka in terms of observed and projected climatic changes, their impacts on water resources and agriculture, CC mitigation and adaptation, and research needs. The study also developed a pilot level CC Vulnerability Index, which was subsequently mapped at district level. The maps indicate that typical farming districts such as Nuwara Eliya, Badulla, Moneragala, Ratnapura and Anuradhapura are the most vulnerable to CC due to their heavy reliance on primary agriculture.

Forming Cascade management committees and strengthening farmer organizations, 2). Diversification of high-value crops, climate-smart water management, and agricultural practices, and 3). Basin investment planning accounting climate change risks. The analysis found that the national-level ministries and departments dominate the planning and implementation of interventions. The methods and the extent of inputs from local and community-level institutions and farmers can be substantially improved in the planning and implementing adaptation projects. Although the adaptation interventions within the three projects have some transformational characteristics, they can be enhanced with other transformational characteristics and polycentric governance to ensure systemic changes in the socio-ecological system to address the increasing challenges of climate change.
