Book excerpt: Of all the explanations why calm has prevailed in the Israeli-Lebanese arena since the end of the 2006 war, the principal one also should be cause for greatest concern: fear among the parties that the next confrontation would be far more devastating and broader in scope. None of the most directly relevant actors -- Israel, Hezbollah, Syria and Iran -- relishes this prospect, so all, for now, are intent on keeping their powder dry. But the political roots of the crisis remain unaddressed, the underlying dynamics are still explosive, and miscalculations cannot be ruled out. The only truly effective approach is one that would seek to resume, and conclude, meaningful Israeli-Syrian and Israeli-Lebanese peace talks. There is no other answer to the Hezbollah dilemma and, for now, few better ways to affect Tehran's calculations. Short of such an initiative, deeper political involvement by the international community is needed to enhance communications between the parties, defuse tensions and avoid costly missteps.

Why did consociational democracy fail? Was failure inevitable? What impact could external powers play in creating an environment where consociationalism might be successfully implemented? This book addresses these key questions and provides a comprehensive analysis of how internal and external elite relations influence the chances of a successful regulation of ethno-national conflict through power-sharing. Exploring the roles played by Syria, Qatar, Iran, Saudi Arabia, the United States and France, it argues that external actors in the Lebanese conflict largely determined whether power-sharing was successfully established and shows that the consociational democratic model cannot provide long-term conflict regulation in their absence. The author argues that relationships between internal and external actors determine the prospects for successful conflict regulation and pinpoints the crucial role of the external forces in the creation of power-sharing agreements in Lebanon concluding that future success is dependent on the maintenance of positive, exogenous pressures. This book will be of key interest to students and scholars studying politics, international relations, and Middle East studies.

Book excerpt: This book examines the international law of forcible intervention in civil wars, in particular the role of party-consent in affecting the legality of such intervention. In modern international law, it is a near consensus that no state can use force against another - the main exceptions being self-defence and actions mandated by a UN Security Council resolution. However, one more potential exception exists: forcible intervention undertaken upon the invitation or consent of a government, seeking assistance in confronting armed opposition groups within its territory. Although the latter exception is of increasing importance, the numerous questions it raises have received scant attention in the current body of literature. This volume fills this gap by analyzing the consent-exception in a wide context, and attempting to delineate its limits, including cases in which government consent power is not only negated, but might be transferred to opposition groups. The book also discusses the concept of consensual intervention in contemporary international law, in juxtaposition to traditional legal doctrines. It traces the development of law in this context by drawing from historical examples such as the Spanish Civil War, as well as recent cases such those of the Democratic Republic of the Congo, Somalia, Libya, and Syria. This book will be of much interest to students of international law, civil wars, the Responsibility to Protect, war and conflict studies, and IR in general.
