While determining these rates may seem like a straightforward task, their calculation is in fact quite complicated. How does one count a student who leaves a regular high school but later completes a GED? How does one count a student who spends most of his/her high school years at one school and then transfers to another? If the student graduates, which school should receive credit? If the student drops out, which school should take responsibility? High School Dropout, Graduation, and Completion Rates addresses these issues and to examine (1) the strengths, limitations, accuracy, and utility of the available dropout and completion measures; (2) the state of the art with respect to longitudinal data systems; and (3) ways that dropout and completion rates can be used to improve policy and practice.

Although the state's high school graduation rate is above the national average, its urban school districts have suffered from years of decline. In 2007, the Baltimore city school district's graduation rate was only 35 percent, compared to 81.5 percent in Baltimore's suburbs and 76 percent statewide. The divide between urban and suburban graduation rates in Maryland is the highest in the nation. Among the nation's 100 largest school districts, Baltimore has the 98th-lowest graduation rate. This study documents the public costs of high school dropouts in Maryland. The author and his colleagues examine how Maryland's decreasing graduation rates are materially affecting the state's finances through reduced tax revenues, increased Medicaid costs and higher incarceration rates. This study examines how increased competition from private schools could raise public school graduation rates and save Maryland taxpayers millions of dollars each year. This research suggests that expanding school choice programs in Maryland would significantly improve public high school graduation rates in a cost-effective way. Introducing educational competition would have a profound impact on reducing the costs associated with high school dropouts. Most importantly, school choice programs would provide meaningful choices for low-income families and would provide large public benefits equal to or greater than those realized by the students themselves. Book excerpt: It was the purpose of this study to examine the relationship between the retention rate and the school dropout rate in Kentucky school districts. It was hypothesized that systems with high retention rates could be relying upon retention as a primary remediation strategy. Roderick (1995) concluded that retention does not improve school performance and that major research findings show that there is a strong positive correlation between retention and dropout rates (p.1). Based upon this perspective a district with a high retention rate could be expected to also have a dropout rate. This would result in a positive relationship between dropout and retention. If retention rates are low, and other more "effective" supports are delivered to students within their age appropriate cohorts then data could be expected to show a lower dropout rate. This would be indicated by a positive correlation between the two variables. If retention rates were high and school dropout rates were low this would indicate a negative correlation, which might be construed to indicate that the use of retention in that instance was an effective student support strategy. In the absence of any element of prediction between the district retention rate and the district high school dropout rate, the relationship could be described as having no correlation.

The Committee on Educational Excellence and Testing Equity (CEETE) was formed to monitor the effects of education reform, particularly testing, on students at risk for academic failure because of poverty, lack of proficiency in English, disability, or membership in population subgroups that have been educationally disadvantaged. The committee recognizes the important potential benefits of standards-based reforms and of test results in revealing the impact of reform efforts on these students. The committee also recognizes the valuable role graduation tests can potentially play in making requirements concrete, in increasing the value of a diploma, and in motivating students and educators alike to work to higher standards. At the same time, educational testing is a complicated endeavor, that reality can fall far short of the model, and that testing cannot by itself provide the desired benefits. If testing is improperly used, it can have negative effects, such as encouraging school leaving, that can hit disadvantaged students hardest. The committee was concerned that the recent proliferation of high school exit examinations could have the unintended effect of increasing dropout rates among students whose rates are already far higher than the average, and has taken a close look at what is known about influences on dropout behavior and at the available data on dropouts and school completion.

Book excerpt: Graduation rates at public schools in the United States are not where they are supposed to be. The average national graduation rate is 84.6%. Public schools have struggled to raise graduation rates to 100% and to make sure students are getting the best education possible. High school dropouts usually have a difficult time finding a full-time job and earn considerably less in their lifetime than graduates do. As adults, they tend to need assistance with housing, food, and other vital necessities. Dropouts also tend to commit more crimes and have a higher chance of being incarcerated during their adulthood. Low graduation rates are attributable to factors inherent to students' socioeconomic backgrounds, behaviors, and choices, as well as challenges faced by the public school districts. The factors predicting academic failure among high school students are dynamically intertwined and co-dependent. Many policies have passed and failed or not done enough to raise graduation rates to the ultimate goal of 100%. This proposed study intends to shed light on the factors that affect graduation rates in the Los Angeles Unified School District and finding ways to improve the strategies that are currently being used to monitor and raise graduation rates. This paper will propose a two-phase mixed methods approach via an emailed or mailed survey to administrators, parents, and students querying their knowledge and opinion on the factors that affect graduation rates at their schools. Suggested improvements to strategies to raise graduation rates that are currently in place will be the result of the study.

Book excerpt: In the Rio Grande Valley of south Texas, the Pharr-San Juan-Alamo Independent School District has achieved a startling success over the last two years: it has recovered and graduated over 600 dropouts and put them on a clear pathway to college. Just a few years ago, low graduation rates, struggling high schools, and poor staff and student morale characterized this predominantly Hispanic and low-income tri-city community. Since then, the dropout rate has plummeted and the graduation rate is rising steadily. Under the leadership of Dr. Daniel King, Pharr-San Juan-Alamo illustrates how Texas districts can use innovative state policy to improve graduation rates by reengaging and graduating out-of-school youth. Pharr-San Juan-Alamo teamed up with South Texas College to create the College, Career, and Technology Academy (CCTA), a college-connected dropout recovery school that puts into action policies Texas has created over the past five years. Through CCTA, former dropouts complete their high school diploma and seamlessly transition into college courses when they are ready. The design is both effective and efficient. Students focus only on what they need for graduation and for college-readiness, and they begin college courses while finishing their high school requirements. Texas policies that encourage districts to recover dropouts, provide state funding for students who are over compulsory school age, and promote college-connectedness for students still in high school created the environment for a successful back-on-track program, like CCTA. This case study spotlights how the Pharr-San Juan-Alamo Independent School District has leveraged policies and conditions that the Texas Legislature put into place and achieved extraordinary outcomes in not only graduating students but also in facilitating smooth transitions to postsecondary education and training. Book excerpt: This report presents the number of high school graduates, the Averaged Freshman Graduation Rate (AFGR), and the dropout data for grades 9-12 for public schools in school year 2008-09. State Education Agencies report these counts of graduates, dropouts, and enrollments to the National Center for Education Statistics' (NCES) Common Core of Data (CCD) nonfiscal survey of public elementary/secondary education as part of the Cooperative Education Statistics System established in section 157 of the Education Sciences Reform Act of 2002, part C and the U. S. Department of Education's ED"Facts" data collection system. Although data from seven sequential school years are presented in tables 3 and 7, only comparisons between the 2007-08 and 2008-09 school years are presented in the text. Selected findings include: (1) Across the United States, the 50 states and the District of Columbia reported that a total of 3,039,015 public school students received a high school diploma in 2008-09, resulting in a calculated Averaged Freshman Graduation Rate (AFGR) of 75.5 percent (table 1); (2) Across all reporting states and the District of Columbia, the AFGR was highest for Asian/Pacific Islander students (91.8 percent) (table 2); (3) A comparison of data from 2008-09 to data from the prior school year, 2007-08, shows a percentage point or greater increase in the AFGR for 22 states and the District of Columbia (table 3); (4) Across the United States, the 50 states and the District of Columbia reported 607,789 dropouts from high school (grades 9-12), resulting in a calculated overall event dropout rate of 4.1 percent in 2008-09 (table 4); (5) Across all reporting states and the District of Columbia, the calculated dropout rates increased as grade level increased (table 5); (6) Across all 49 states and the District of Columbia that were able to report high school dropouts by race/ethnicity, the calculated dropout rate was the lowest for Asian/Pacific Islander st at 2.4 percent and White students at 2.7 percent (table 6); (7) Comparisons between high school dropout rates in the 2007-08 and 2008-09 school years showed an increase of a percentage point or more in two states and the District of Columbia. A decrease by the same margin or greater was found in three states (table 7); and (8) Across the 45 states and the District of Columbia that were able to report high school dropouts by gender, the dropout rate was higher for males than for females at 3.6 percent and 2.7 percent, respectively (table 8).
