Book Doing Drugs and Dropping Out

Download or read book Doing Drugs and Dropping Out written by and published by . This book was released on 1991 with total page 100 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report assesses the societal costs of substance abuse--especially cocaine and crack addition--and dropping out of school. It is organized around three themes: (1) the impact of cocaine and crack abuse in terms of crime, public spending, and lost productivity; (2) policies that move addicts away from crack; and (3) policies that reduce the high school dropout rate. Based on extant literature, the report quantifies a bottom-line cost of drug abuse to have been between $60.4 billion and $124.9 billion in 1988, a figure that reflects the costs of health care, economic loss, and law enforcement relating to substance abuse. Impact also is assessed in terms of private and social issues. In evaluating the success of policies that have effectively moved addicts away from drugs, important questions concerning criteria for success, motivation for drug use, and addiction are explored. Law enforcement, treatment, educational, and prevention policies are evaluated. The current literature on testing, outpatient treatment, and peer programs to reduce the motivation toward drug abuse and to move addicts away from cocaine and crack is reviewed. In response to the issue of dropout prevention, the report recommends a rethinking of the structure of high schools within a collaborative context involving parents, schools, and communities. Included in the report are a working bibliography and a community service booklet that deals with the issues of this report on a local community level. (NB)

Book Climate of Capitulation

Download or read book Climate of Capitulation written by Vivian E. Thomson and published by MIT Press. This book was released on 2017-04-14 with total page 256 pages. Available in PDF, EPUB and Kindle. Book excerpt: How power is wielded in environmental policy making at the state level, and how to redress the ingrained favoritism toward coal and electric utilities. The United States has pledged to the world community a reduction in greenhouse gas emissions by 26–28 percent below 2005 levels in 2025. Because much of this reduction must come from electric utilities, especially coal-fired power plants, coal states will make or break the U.S. commitment to emissions reduction. In Climate of Capitulation, Vivian Thomson offers an insider's account of how power is wielded in environmental policy making at the state level. Thomson, a former member of Virginia's State Air Pollution Control Board, identifies a “climate of capitulation” in state government—a deeply rooted favoritism toward coal and electric utilities in states' air pollution policies. Thomson narrates three cases involving coal and air pollution from her time on the Air Board. She illuminates the overt and covert power struggles surrounding air pollution limits for a coal-fired power plant just across the Potomac from Washington, for a controversial new coal-fired electrical generation plant in coal country, and for coal dust pollution from truck traffic in a country hollow. Thomson links Virginia's climate of capitulation with campaign donations that make legislators politically indebted to coal and electric utility interests, a traditionalistic political culture tending to inertia, and a part-time legislature that depended on outside groups for information and bill drafting. Extending her analysis to fifteen other coal-dependent states, Thomson offers policy reforms aimed at mitigating the ingrained biases toward coal and electric utilities in states' air pollution policy making.

Book Performance of Bureau of Indian Affairs Off reservation Boarding Schools

Download or read book Performance of Bureau of Indian Affairs Off reservation Boarding Schools written by United States. Congress. Senate. Committee on Indian Affairs (1993- ) and published by . This book was released on 1995 with total page 890 pages. Available in PDF, EPUB and Kindle. Book excerpt: A Senate committee hearing received testimony about high dropout rates and other problems at seven off-reservation boarding schools operated by the Bureau of Indian Affairs (BIA) or by tribal groups under BIA contract. The schools are Pierre Indian Learning Center (South Dakota), Sequoyah Indian High School (Oklahoma), Wahpeton Indian School (North Dakota), Chemawa Indian School (Oregon), Flandreau Indian School (South Dakota), Riverside Indian School (Oklahoma), and Sherman Indian High School (California). Together, these seven schools enrolled 2,623 students at the start of the 1993-94 school year, but had only 1,557 students in attendance at the end of the year. In addition, persons associated with the schools had expressed concern that inadequate funding made it impossible for the schools to deal with rising numbers of court referred students and students with serious social and emotional problems. Testimony from BIA and Indian Health Service administrators, school administrators and board members, tribal leaders, and students discussed the feasibility of the therapeutic community school model, whether the model can be developed for implementation in off-reservation boarding schools, per-pupil funding at the seven schools compared to funding at comparable state residential institutions, needs for psychiatric and other mental health services, substance abuse, parent participation, school monitoring and evaluation procedures, and inadequate dormitories. An appendix of additional materials includes school mission statements, descriptions of service delivery models, a review of the Indian School Equalization Program (ISEP) suggesting that ISEP funding is inadequate, investigations of student criminal activities, profiles of student needs and problems, concept papers on the development of alternative schools, data on academic achievement and mental health indicators, federal boarding school evaluations, research reports on student tobacco use, and a summary of identified school strengths and needs based on correlates of effective schools.
