It is particularly focused on the United States’ use of the drones, and the systemic dysfunctions that globalization has caused to international political economy and national security, creating backlash in which the desirability of globalization is not only increasingly questioned, but the resultant dissension about its desirability appears increasingly militating against the international consensus needed to fight the war on terror. To underline the controversial nature of the war on terror and the pragmatic weapon (armed drones) fashioned for its prosecution, some of the elements of this controversy have been interrogated in this book. They include, amongst others, the doubt over whether the war should have been declared in the first place because terrorist attacks hardly meet the United Nations’ casus belli – an armed attack. There are critics, as highlighted in this book, who believe that the war on terror is not an armed conflict properly so called, and, thus, remains only a law enforcement issue. The United States and all the states taking part in the war on terror are obligated to observe International Humanitarian Law (IHL). It is within this context of IHL that this book appraises the drone as a weapon of engagement, discussing such issues as personality and signature strikes as well as the implications of the deployment of spies as drone strikers rather than the Defence Department, the members of the U.S armed forces. The author argues that the policy to ‘kill first’ is easy to adopt however, any disregard for the web of legal requirements surrounding the policy has the potential to undercut the legal claims of an armed act. Two of those 'firsts' happened within months of each other. The first occurred in October 2016 when the group used a bomb-laden drone to kill, after the explosive hidden within the drone killed two Kurdish peshmerga soldiers who were investigating the device. Another 'first' happened in January 2017 when the Islamic State released a propaganda video that showed nearly a dozen examples of the group releasing munitions on its enemies from the air with a fair degree of accuracy via quadcopter drones it had modified. And it wasn't long before the group's bomb-drop capable drones would go on to kill, too. The diffusion of modern technology (robotics, cyber weapons, 3-D printing, autonomous systems, and artificial intelligence) to ordinary people has given them access to weapons of mass violence previously monopolized by the state. In recent years, states have attempted to stem the flow of such weapons to individuals and non-state groups, but their efforts are failing. As Audrey Kurth Cronin explains in Power to the People, what we are seeing now is an exacerbation of an age-old trend. Over the centuries, the most surprising developments in warfare have occurred because of advances in technologies combined with changes in who can use them. Indeed, accessible innovations in destructive force have long driven new patterns of political violence. When Nobel invented dynamite and Kalashnikov designed the AK-47, each inadvertently spurred terrorist and insurgent movements that killed millions and upended the international system. That history illuminates our own situation, in which emerging technologies are altering society and redistributing power. The twenty-first century "sharing economy" has already disrupted every institution, including the armed forces. New "open" technologies are transforming access to the means of violence. Just as importantly, higher-order functions that previously had been exclusively under state military control - mass mobilization, force projection, and systems integration - are being harnessed by non-state actors. Cronin closes by focusing on how to respond so that we both preserve the benefits of emerging technologies yet reduce the risks. Power, in the form of lethal technology, is flowing to the people, but the same technologies that empower can imperil global security - unless we act strategically.

Military casualties and the costs of conflict sap public support for war and for political and military leaders. Combat drones offer an unprecedented ability to reduce these costs by increasing accuracy, reducing the risks to civilians, and protecting military personnel from harm. These advantages should make drone strikes more popular than operations involving ground troops. Yet many critics believe drone warfare will make political leaders too willing to authorize wars, weakening constraints on the use of force. Because combat drones are relatively new, these arguments have been based on anecdotes, a handful of public opinion polls, or theoretical speculation. Drones and Support for the Use of Force uses experimental research to analyze the effects of combat drones on Americans’ support for the use of force. The authors’ findings—that drones have had important but nuanced effects on support for the use of force—have implications for democratic control of military action and civil-military relations and provide insight into how the proliferation of military technologies influences foreign policy.
