An overwhelming amount of this work draws on evidence from Anglo-American police forces. These twin emphases have led to a limited view. Agencies such as criminal investigation units, intelligence services, private security companies, and military policing organizations have almost entirely escaped scholarly attention. In The Policing Web, Jean-Paul Brodeur looks at policing as a whole. He illuminates its full diversity, showing how it extends far beyond the confines of public police working in uniform and visible to all. Brodeur considers military policing, both when it complements the values of democracy and when it does not. He also discusses criminal individuals acting as police informants, and criminal organizations enforcing their own rules in urban zones deserted by the police. Brodeur argues that the diverse strands of the policing web are united by a common definition that emphasizes the license granted to policing agencies-legally or with impunity- to use means otherwise forbidden to the rest of the population. Employing an international and comparative approach, Brodeur establishes a comprehensive model that links all the components of policing. The policing web, however, is not a neat and well-integrated structure. There is not just one policing web. There are several, depending on the country, police history and culture, and the various public images of policing. These often overlooked factors are essential components of the context of policing. Book excerpt: The broad aim of this book is to provide a general basis for comparatively analysing and understanding the French riots of October/November 2005 and the corresponding Bristish disorders which occurred in the spring/summer of 2001. The first of the French riots broke out on 27 October in the north Parisian banlieue (suburb) of Clichy-sous-Bois when two teenage youths of Muslim heritage were electrocuted in a substation while fleeing from the police. The two youths had apparently become unwittingly involved, together with their friends, in a police investigation of a break-in. It is not clear whether they had actually been chased by police officers. Nevertheless, a rumor to this effect quickly circulated the locality, provoking violent confrontation between youths and police. Three more weeks of rioting then ensued in neighbouring Parisian suburbs and other major French cities with similar concentrations of ethnic minorities. The riots invariably involved thousands of youths from poorer areas who confronted the police, set fire to local buildings and ignited hundreds of motor vehicles. Further rioting - though not on the same scale as in 2005 - occurred subsequently in 2006 and 2007. England and Wales have had their own counterparts to the French riots. In the early and mid 1980s, there were a number of clashes between police and African-Caribbean youths in inner-city areas. Further, in 2001 rioting broke out in the northern mill towns and cities of Bradford, Burnley, Leeds and Oldham. All of these later instances involved youths from Pakistani or Bangladeshi descent. In contrast to the riots that occurred in France though, a contributing factor to 2001 riots was the activities of white neo-Fascists. Many official reports and academic studies followed each wave of disorder, each questioning the effectiveness of Britain's 'multicultural' society, in addition to other possible factors such as the marginalisation and 'criminalisation' of minority ethnic youth, and their relations with the police. Such issues were again on the agenda after more rioting occurred in the Lozells area of Birmingham in 2005. Unlike the previous disorders, this entailed conflict between South Asian and African-Caribbean youths, following a rumor that a young African girl had been gang-raped by South Asians. British attempts to analyse and remedy the underlying causes of the riots constitute a potentially valuable resource to French academics, practitioners and policy makers. In turn, the French experience provides a fertile basis for re-applying, testing and enhancing existing British theory and policy. The book consists of a highly coherent, theoretically rich and thematically comprehensive collection of papers which provide an unparalleled description and comparative analysis of the French and British riots, along with social policy recommendations to help to address the underlying issues.

In criminal matters, when a decision is taken to go beyond the discretionary exchange of information towards institutionalized police co-operation, a whole Pandora'sbox of issues and problems is opened. This book, based on interviews in a wide variety of documentary sources, examines the progress of this co-operation. The authors cover all the major and theoretical issues associated with the emerging pattern of co-operation, including the harmonization ofcriminal law and criminal procedure, law enforcement strategies, police organization and discipline, and the politics of immigration and civil liberties. In a European Union without internal border controls there is widespread agreement on the objective of closer police co-operation. But prospects in some areas are not good and there are potential pitfalls, even dangers, along the road to more integrated arrangements. The authors conclude by makingrecommendations that proper accountability arrangements are a prerequisite of a balanced and efficient system of European police co-operation.

NarcoDiplomacy departs from traditional responses to this question, which have held that compliance with the American agenda has been beyond the capacity of key countries. By focusing on Germany and Japan, touted as two of the strongest allies of the United States in drug control efforts, H. Richard Friman exposes the flaws in capacity arguments and the policies based on them. Drawing on sources ranging from previously unknown Imperial German archives to interviews with policy makers and law enforcement officials, Friman offers a thorough analysis of bilateral and multilateral relations. He traces their evolution from international opium control efforts of the early 1900s through disputes over cocaine and money laundering during the Reagan and Bush antidrug campaigns. His work reveals that, although the internal logic of the U.S. posture was sound, American policy makers failed to recognize the nature of German and Japanese cooperation and defection, or to identify which aspects of capacity were at issue. The resulting policy, Friman contends, actually undermined German and Japanese compliance with the American agenda. Extending this analysis to Latin America, NarcoDiplomacy explores the ramifications of Friman's findings for the future of U.S. drug control policy.
