Book excerpt: Resilience is often associated with multivalued and multi-faceted strategies, programs, and projects. After approximately 15 years of empirical evidence in the literature, few research questions remain unexplored and unanswered, especially with the recent occurrence of a global pandemic. In this paper, we are assessing whether there are few and consistently relevant elements that determine resilience capacity as well as investigating which shocks are most dramatically reducing resilience. We also investigate which coping strategies are most frequently adopted in the presence of shocks. Our results show that diversification of income sources, education, access to land, livestock, and agricultural inputs, are the main drivers of households’ resilience capacity. Moreover, the most prevailing shocks are found to be natural, health and livelihood-related shocks. In addition to this, we show that reducing the quantity and quality of food consumed, seeking an extra job, selling assets, taking credit, relying on relatives and social networks are the most adopted coping strategies. Finally, we found that coping strategies are able to mitigate the adverse effects of shocks on resilience capacity; however, they are not sufficient to offset their long-term negative consequences. Our conclusion is that adequate investments in resilience are conditional to a) engaging with activities that are broadly consistent across countries and b) fine-tuning the interventions based on context-specificity.

Moreover, too little attention has been paid to in-depth gender inequality analysis in household resilience to food insecurity, and household food security. This paper aims to (i) analyse the key drivers of household resilience to food insecurity and (ii) assess differences in resilience capacity and food security indexes across male and female-headed households, and identify key drivers of these differentials in national, urban, and rural areas in the Gambia, by using Gambian Integrated Household Surveys on consumption expenditure and poverty-level assessment 2015–2016.

Updated estimates show the number of people who suffer from hunger has been growing over the past three years, returning to prevailing levels from almost a decade ago. Although progress continues to be made in reducing child stunting, over 22 percent of children under five years of age are still affected. Other forms of malnutrition are also growing: adult obesity continues to increase in countries irrespective of their income levels, and many countries are coping with multiple forms of malnutrition at the same time – overweight and obesity, as well as anaemia in women, and child stunting and wasting.

Book excerpt: Armed conflict combined with prolonged drought has put about 20 million people at risk of starvation and death in Somalia, South Sudan, Yemen, and northern Nigeria. The international development and aid communities are caught between the enormity of the humanitarian crisis, which demands an estimated US$4.4 billion to address, and the lack of resources forthcoming from donors. Food crises, famine-like conditions, and famines recur with regularity in many developing countries (see Box 1 for definitions of terms). Although the current famines can be largely attributed to conflicts, chronic food insecurity also threatens several other African countries. For example, 6.7 million people were affected by Malawi’s largest food crisis in decades in 2016–2017, and the country remains vulnerable to weather extremes that could create food emergencies (World Bank 2017). In Kenya, food security has deteriorated since the end of 2016 and half of its 47 counties face food shortages (Chatterjee and Mengistu 2017). How do countries prepare to prevent shocks—natural and man-made—from generating food crises? What does it take to break the cycle of chronic food insecurity and build resilient food systems? How have some countries managed to prevent drought from leading to famine? In this brief, we document lessons for building resilient food systems to prevent future famines.

Book excerpt: Food insecurity at the national and household level not only is a consequence of conflict but can also cause and drive conflicts. This paper makes the case for an even higher priority for food securityrelated policies and programs in conflict-prone countries. Such policies and programs have the potential to build resilience to conflict by not only helping countries and people cope with and recover from conflict, but also contributing to preventing conflicts and supporting economic development more broadlythat is, helping countries and people become even better off. Based on this definition and a new conceptual framework, the paper offers several insights from four case studies on Egypt, Somalia, Sudan, and Yemen. First, conflicts are often related to other shocks such as economic crises, price shocks, and natural disasters. Second, increasing subsidies is a favored policy measure in times of crisis; however, such measures do not qualify as resilience building. Third, climate change adaptation should be an integral part of conflict prevention in part because climate change is expected to significantly increase the likelihood of conflict in the future. Fourth, building price information systems, introducing and expanding credit and insurance markets, geographic targeting of social safety nets, and building functioning and effective institutions are key measures for building resilience to conflict. Finally, the paper points to several important knowledge gaps.

Book excerpt: This study, the third of its type published by the Food and Agriculture Organization of the United Nations (FAO), adds further evidence that in mountain regions of developing countries, food insecurity, social isolation, environmental degradation, exposure to the risk of disasters and to the impacts of climate change, and limited access to basic services, especially in rural areas, are still prevalent and, under some circumstances, increasing. It also shows the technical challenges for producing more comprehensive and representative assessments based on scientific data, and providing a deeper understanding of the underlying factors of vulnerability of mountain people. Mountains cover 39 million km2, or 27 percent, of the world’s land surface. In 2017, the global mountain population reached nearly 1.1 billion, which is 15 percent of the world’s population, with an increase of 89 million people since 2012. The increase added almost entirely (86 million people) to the mountain population in developing countries, which reached one billion people in 2017. The population has increased in all the regions of the developing world. Only the areas at the highest mountain altitudes (above 3 500 m) continued to experience a depopulation trend in the last 17 years, while at all other elevations population increased. In all African subregions, in South America and in Central and Western Asia, the population density is higher in the mountains than in the lowlands. In developing countries, 648 million people (65 percent of the total mountain population) live in rural areas. Half of them – 346 million – were estimated to be vulnerable to food insecurity in 2017. In other words, one in two rural mountain dwellers in developing countries live in areas where the daily availability of calories and protein was estimated to be below the minimum threshold needed for a healthy life. In the five years from 2012 to 2017, the number of vulnerable people increased in the mountains of developing countries, approximately at the same pace as the total mountain population. Although the proportion of vulnerable people to the total mountain population did not change, the absolute number of vulnerable people increased globally by 40 million, representing an increment of 12.5 percent from 2012 to 2017.

The indicators measure the robustness of primary production and food availability, as well as physical and economic access to food. They can thus help assess the capacity of national agrifood systems to absorb shocks and stresses, a key aspect of resilience. The report analyses the vulnerabilities of food supply chains and how rural households cope with risks and shocks. It discusses options to minimize trade-offs that building resilience may have with efficiency and inclusivity. The aim is to offer guidance on policies to enhance food supply chain resilience, support livelihoods in the agrifood system and, in the face of disruption, ensure sustainable access to sufficient, safe and nutritious food to all.

It also includes new estimates of the cost and affordability of healthy diets, which provide an important link between the food security and nutrition indicators and the analysis of their trends. Altogether, the report highlights the need for a deeper reflection on how to better address the global food security and nutrition situation. To understand how hunger and malnutrition have reached these critical levels, this report draws on the analyses of the past four editions, which have produced a vast, evidence-based body of knowledge of the major drivers behind the recent changes in food security and nutrition. These drivers, which are increasing in frequency and intensity, include conflicts, climate variability and extremes, and economic slowdowns and downturns – all exacerbated by the underlying causes of poverty and very high and persistent levels of inequality. In addition, millions of people around the world suffer from food insecurity and different forms of malnutrition because they cannot afford the cost of healthy diets. From a synthesized understanding of this knowledge, updates and additional analyses are generated to create a holistic view of the combined effects of these drivers, both on each other and on food systems, and how they negatively affect food security and nutrition around the world. In turn, the evidence informs an in-depth look at how to move from silo solutions to integrated food systems solutions. In this regard, the report proposes transformative pathways that specifically address the challenges posed by the major drivers, also highlighting the types of policy and investment portfolios required to transform food systems for food security, improved nutrition, and affordable healthy diets for all. The report observes that, while the pandemic has caused major setbacks, there is much to be learned from the vulnerabilities and inequalities it has laid bare. The report also highlights that food insecurity is more than just hunger. For the first time, the report provides evidence that many people in the world, even if not hungry, experience moderate food insecurity as they face uncertainties about their ability to obtain food and are forced to compromise on the quality and/or quantity of the food they consume. This phenomenon is observed globally, not only in low- and middle-income countries but also in high income countries. The report also shows that the world is not on track to meet global nutrition targets, including those on low birthweight and on reducing stunting among children under five years. Moreover, overweight and obesity continue to increase in all regions, particularly among school-age children and adults. The report stresses that no region is exempt from the epidemic of overweight and obesity, underscoring the necessity of multifaceted, multisectoral approaches to halt and reverse these worrying trends. In light of the fragile state of the world economy, the report presents new evidence confirming that hunger has been on the rise for many countries where the economy has slowed down or contracted. Unpacking the links between economic slowdowns and downturns and food insecurity and malnutrition, the report contends that the effects of the former on the latter can only be offset by addressing the root causes of hunger and malnutrition: poverty, inequality and marginalization.

But the two objectives cannot be considered in isolation: they need to be jointly tackled through an integrated strategy. This report brings together those two objectives and explores how they can more easily be achieved if considered together. It examines the potential impact of climate change and climate policies on poverty reduction. It also provides guidance on how to create a “win-win†? situation so that climate change policies contribute to poverty reduction and poverty-reduction policies contribute to climate change mitigation and resilience building. The key finding of the report is that climate change represents a significant obstacle to the sustained eradication of poverty, but future impacts on poverty are determined by policy choices: rapid, inclusive, and climate-informed development can prevent most short-term impacts whereas immediate pro-poor, emissions-reduction policies can drastically limit long-term ones.
