The drive towards regional integration has advanced with the formation of new markets and groups in Latin America, Africa, Asia, the Middle East and Oceania with few developing countries remaining outside these regional schemes. This volume looks at how 'getting governance right' is a central element for successful RTA implementation, taking stock of the quality and effectiveness of the monitoring of development country RTAs around the world. Organized by the main world regions and primarily focusing on developing country RTAs, the book also includes two case studies focused on monitoring in developed country regional agreements by way of comparison. The contributors operationalize governance in the context of RTA implementation with a more narrow and technical term of 'monitoring' and provide eight important lessons for assessing monitoring around the world.

Book excerpt: Global environmental change (GEC) represents an immediate and unprecedented threat to the food security of hundreds of millions of people, especially those who depend on small-scale agriculture for their livelihoods. As this book shows, at the same time, agriculture and related activities also contribute to GEC by, for example, intensifying greenhouse gas emissions and altering the land surface. Responses aimed at adapting to GEC may have negative consequences for food security, just as measures taken to increase food security may exacerbate GEC. The authors show that this complex and dynamic relationship between GEC and food security is also influenced by additional factors; food systems are heavily influenced by socioeconomic conditions, which in turn are affected by multiple processes such as macro-level economic policies, political conflicts and other important drivers. The book provides a major, accessible synthesis of the current state of knowledge and thinking on the relationships between GEC and food security. Most other books addressing the subject concentrate on the links between climate change and agricultural production, and do not extend to an analysis of the wider food system which underpins food security; this book addresses the broader issues, based on a novel food system concept and stressing the need for actions at a regional, rather than just an international or local, level. It reviews new thinking which has emerged over the last decade, analyses research methods for stakeholder engagement and for undertaking studies at the regional level, and looks forward by reviewing a number of emerging 'hot topics' in the food security-GEC debate which help set new agendas for the research community at large. Book excerpt: The three regional economic communities (RECs) in Eastern and Southern Africa are the Common Market for Eastern and Southern Africa (COMESA), the East African Community (EAC) and the Southern African Development Community (SADC). Together, they have recognised the need to work towards regional cooperation aimed at the eventual creation of a single regional economic community or Tripartite Free Trade Agreement (TFTA). This will replace the existent RECs in Eastern and Southern Africa to which the member states of these two regions have multiple membership. The TFTA region comprises a total of 27 member states which have a combined population of 527 million people and a combined gross domestic product (GDP) of USD 624 billion. These statistics translate into a potential regional economic powerhouse for Eastern and Southern Africa. One of the major goals of the TFTA is to harmonise trade arrangements among the three RECs, improve the movement of goods and persons within the single integrated region, facilitate the joint implementation of regional infrastructure projects and enhance co-operation of member states. This is a laudable initiative by the member states of the three RECs and it is recognised that regional integration is the first step towards integration into a multilateral trading system. For the TFTA member states, it is crucial that there is an awareness to move towards a review of domestic customs legislation and policy and to develop regional, supranational legislation and regulations in order to gain a stronger competitive edge in the global market. This study shies away from proposing a „quick fix? or „instant benefit? to the harmonisation of TFTA member states customs legislative frameworks and policies and the development of a single automated, interoperable electronic customs system. Rather, it places its focus on long-term sustainable benefits which will be realised over time. The harmonisation of TFTA member state customs legislative policies and the resultant Information and Communications Technology (ICT) reforms to the customs processes of the TFTA member states, though not immediate or short-term, will strategically position the region to conduct business in an increasingly volume driven, fast paced, electronic global economy.
